(c) The results of the study to identify the best paid national civil service and of the reference studies with regard to other international organizations should be reviewed by the General Assembly to determine which of the diverse views expressed in the Commission with regard to the need for further improvements in competitiveness, such as use of an expanded margin range, might reasonably be supported.

In this connection it was recalled that the methodology established by ICSC for the identification of the highest-paid national civil service had been endorsed by the General Assembly.

172. The Commission decided to report to the General Assembly that, with regard to the study of the highest-paid national civil service, it had concluded the following:

89. The General Assembly had asked for a report on phase I of the study of the highest-paid national civil service in 1994.
٨٩ - وأضاف أن الجمعية العامة طلبت تقديم تقرير عن المرحلة اﻷولى من الدراسة المتعلقة بالخدمة المدنية الوطنية اﻷعلى أجرا في عام ١٩٩٤.

(c) Identification of the highest-paid national civil service (paras. 122-172);

Failure to provide remuneration which took fully into account the conditions of service of the highest paid national civil service would continue to expose staff to pressures and make it impossible for the Secretary-General to retain staff of the highest standards of efficiency, competence and integrity, as required under the Charter.

65. His delegation supported the Commission's recommendation regarding the continued application of the Noblemaire principle, which should be based exclusively on the highest paid national civil service.
٦٥ - وأعرب عن تأييد وفده لتوصية اللجنة بشأن الاستمرار في تطبيق مبدأ نوبلمير الذي ينبغي أن يستند حصرا الى الخدمة المدنية الوطنية اﻷعلى أجرا دون غيرها.

(b) Consequently, the current update of the study to identify the highest paid national civil service had again shown that the current comparator, under the application of the Noblemaire principle, was no longer the best.

12. In its resolution 46/191 of 20 December 1991, the General Assembly requested ICSC to complete and submit at the forty-ninth session a study leading to the identification of the highest paid national civil service.
١٢ - طلبت الجمعية العامة، في قرارها ٤٦/١٩١ المؤرخ ٢٠ كانون اﻷول/ديسمبر ١٩٩١، من لجنة الخدمة المدنية الدولية أن تستكمل دراسة تؤدي الى تحديد الخدمة المدنية الوطنية اﻷعلى أجرا وأن تقدمها الى الدورة التاسعة واﻷربعين.

As for the identification of the highest paid national civil service and the total compensation comparison between the United States and German civil services, the Commission felt that it was not opportune to change the comparator to Germany at the present time, given the current state of flux in that country and the reduction of the difference with United States remuneration.
