While enclosing herewith a copy of this imploring plea that reflects the gloomy image of this city, I hope you will consider adopting a firm and practical position that would help relieve the residents of Qalqilya, as well as other Palestinian cities, from this siege that is being imposed by Israel.
وبينما أرفق طي هذا نسخة من هذا النداء الذي يناشدونكم فيه إغاثتهم والذي يبين الصورة القاتمة لهذه المدينة، يحدوني الأمل في أن تنظروا في اتخاذ موقف حاسم وعملي من شأنه أن يساعد في التخفيف من حدة هذا الحصار الذي تفرضه إسرائيل حاليا على سكان قلقيلية، فضلا عن المدن الفلسطينية الأخرى.

The international community should continue to condemn the atrocities and war crimes committed in the Jenin refugee camp as well as the Israeli prevention of a full investigation, in addition to condemning other Israeli atrocities committed in other Palestinian cities.
وينبغي أن يواصل المجتمع الدولي إدانة الأعمال الوحشية وجرائم الحرب التي ارتكبت في مخيم جنين للاجئين، وكذلك حيلولة إسرائيل دون إجراء تحقيق تام، إضافة إلى إدانة سائر الأعمال الإسرائيلية الوحشية المرتكبة في المدن الفلسطينية الأخرى.

The events that took place in the Jenin refugee camp and in the Gaza Strip, along with the daily events that occur in all other Palestinian cities, are clear indications of the Israeli Government's aggression and violation of international law and norms and of its unwillingness to accept peace or comply with the international agreements it has signed.
ولعل ما حدث في مخيم جنين وقطاع غزة ويحدث يوميا في المدن الفلسطينية الأخرى لهو دليل واضح على عدوانية الحكومة الإسرائيلية وانتهاكها للقانون والأعراف الدولية وعدم رغبتها في السلام والالتزام بالاتفاقيات الدولية التي وقعتها.

The report was written without a visit to Jenin or the other Palestinian cities in question and it therefore relies completely on available resources and information, including submissions from five United Nations Member States and Observer Missions, documents in the public domain and papers submitted by non-governmental organizations.
وقد كُتب التقرير بدون زيارة جنين أو المدن الفلسطينية الأخرى المعنية، ومن ثم فإنه يعتمد اعتمادا تاما على الموارد والمعلومات المتاحة، بما في ذلك البيانات المقدمة من خمس من الدول الأعضاء وبعثات المراقبين لدى الأمم المتحدة، والوثائق المتاحة للعموم، والورقات المقدمة من بعض المنظمات غير الحكومية.

The Secretary-General, in accordance with resolution ES-10/10, adopted on 7 May 2002 by the General Assembly at its tenth emergency special session, has presented a report drawing only upon available sources and information regarding the recent events in Jenin and other Palestinian cities.
بناء على قرار الجمعية العامة دإط-10/10 المتخذ في 7 أيار/مايو 2002 في دورتها الاستثنائية الطارئة العاشرة قدم الأمين العام تقريرا اعتمد فيه فقط على الموارد والمعلومات المتاحة عن الأحداث التي وقعت مؤخرا في جنين، وفي المدن الفلسطينية الأخرى.

The Government of Japan appreciates the work that Secretary-General Kofi Annan put into the report (A/ES-10/186) issued last week on the recent events that took place in Jenin and in other Palestinian cities.
وتعرب حكومة اليابان عن تقديرها للعمل الذي قام به الأمين العام كوفي عنان في إعداد التقرير (A/ES-10/186) الصادر في الأسبوع الماضي بشأن الأحداث الأخيرة التي وقعت في جنين وفي المدن الفلسطينية الأخرى.

The report at hand details, among other things, the Israeli pattern of non-cooperation and obstruction in the course of the report's preparation -- a pattern that culminated in leaving unanswered the communications of the Under-Secretary-General. As a result, the report was written without a visit to Jenin or to the other Palestinian cities in question.
