E-waste is also included in Annex IX to the Convention with the following entry for non-hazardous wastes:

The European Community, upon the deposit of its instrument of formal confirmation, also made a declaration concerning the competence of the European Community with regard to matters governed by the Convention and the Agreement relating to the implementation of Part XI of the Convention, pursuant to article 5, paragraph 1, of Annex IX to the Convention and to article 4, paragraph 4, of the Agreement.
وأصدرت الجماعة اﻷوروبية، عند إيداع وثيقة التأكيد الرسمي الخاصة بها، إعلانا يتعلق باختصاص الجماعة اﻷوروبية بالنسبة للمسائل التي تنظمها الاتفاقية والاتفاق المتعلق بتنفيذ الجزء الحادي عشر من الاتفاقية، عملا بالمادة ٥، الفقرة ١ من المرفق التاسع للاتفاقية والمادة ٤، الفقرة ٤ من الاتفاق.

The code refers to Annex IX of the Convention.
ويشير الرمز إلى المرفق التاسع للاتفاقية.

(d) " International Organizations " means international organizations, as defined in article 1 of Annex IX to the Convention, which are Parties to the Convention.
(د) " المنظمات الدولية " تعني المنظمات الدولية كما هي معرّفة في المادة 1 من المرفق التاسع للاتفاقية والتي هي أطراف في الاتفاقية.

In considering the sub-item, it had before it a note by the Secretariat on national classification and control procedures for the import of wastes contained in Annex IX to the Convention (UNEP/CHW/OEWG/3/19) and a compilation of responses by Parties to a questionnaire on the same issue (UNEP/CHW/OEWG/3/INF/14).
وعند بحث هذا البند الفرعي كان معروضاً عليه مذكرة الأمانة بشأن التصنيف الوطني وتدابير الرقابة على استيراد النفايات الواردة في المرفق التاسع للاتفاقية (UNEP/CHW/OEWG/3/19) وتصنيف للردود التي وردت من الأطراف على استبيان حول نفس المسألة (UNEP/CHW/OEWG/3/INF/14).

14. Upon the deposit of their respective instruments, the European Community and its member States made declarations, pursuant to article 4 of Annex IX to the Convention and article 47 of the Agreement.3 The European Community stated that it accepted the rights and obligations of States under the Agreement in respect of matters relating to which competence has been transferred to it by member States which are parties to the Agreement.
14 - أصدر الاتحاد الأوروبي والدول الأعضاء فيه، عند إيداعها لصكوكها، إعلانات عملا بالمادة 4 من المرفق التاسع للاتفاقية والمادة 47 من الاتفاق(3). وصرح الاتحاد الأوروبي بأنه يقبل حقوق والتزامات الدول بموجب الاتفاق فيما يتعلق بالمسائل التي نقل إليه الدول الأعضاء الأطراف في الاتفاق اختصاص النظر فيها.

3 Article 47 (1) of the 1995 United Nations Fish Stocks Agreement stipulates that in cases where an international organization referred to in annex IX, article 1, to the Convention does not have competence over all the matters governed by the Agreement, Annex IX to the Convention (with the exception of article 2, first sentence, and article 3 (1)) shall apply mutatis mutandis to participation by such international organization in the Agreement.
(3) تنص المادة 47 (1) اتفاق الأمم المتحدة لعام 1995 المتعلق بالأرصدة السمكية على أنه في الحالات التي لا يكون فيها لمنظمة دولية مشار إليها في المادة 1 من المرفق التاسع للاتفاقية اختصاص في جميع المسائل التي ينظمها الاتفاق، يسري مرفق الاتفاقية التاسع (باستثناء الجملة الأولى من المادة 2 والمادة 3 ' 1`)، مع إجراء التغيير اللازم، فيما يتعلق بمسألة مشاركة تلك المنظمة الدولية في الاتفاق.

(a) The international organization referred to in Annex IX of the Convention represented was the European Economic Community;
' ١ ' كانت المنظمة الدولية الممثﱠلة المشار إليها في المرفق التاسع للاتفاقية هي الجماعة الاقتصادية اﻷوروبية؛

The Ministry of Environment, as the national competent authority for the Basel Convention, had to deal with this difficulty, when a country requested transit authorization for wastes listed in Annex IX of the Convention.
ووزارة البيئة هي الهيئة الوطنية المختصة لاتفاقية بازل وعليها أن تتعامل مع هذه الصعوبة عندما يطلب بلد ترخيص بنقل النفايات المدرجة في المرفق التاسع للاتفاقية.

4. Formal confirmation by the entities referred to in article 305, paragraph 1 (f), of the Convention shall be in accordance with Annex IX of the Convention.
٤ - يتعين أن يكون التثبيت الرسمي من جانب الكيانات المشار اليها في الفقرة ١ )و( من المادة ٣٠٥ من الاتفاقية متفقا مع المرفق التاسع للاتفاقية.

4. Formal confirmation by the entities referred to in article 305, paragraph 1 (f), of the Convention shall be in accordance with Annex IX of the Convention.
٤ - يتعين أن يكون الإقرار الرسمي من جانب الكيانات المشار اليها في الفقرة ١ )و( من المادة ٣٠٥ من الاتفاقية متفقا مع المرفق التاسع للاتفاقية.
