While a number of delegations were of the view that the Meeting of States Parties should limit itself to the consideration of financial and administrative matters relating to the Tribunal, the Authority and the Commission, several delegations reiterated that the Meeting of States Parties was the forum for the exchange of views and discussions on matters of a general nature relating to the Convention.

1. The United Nations Convention on the Law of the Sea, in its article 319 (2) (a), requires the Secretary-General to report to all States Parties, the International Seabed Authority and competent international organizations on issues of a general nature that have arisen with respect to the Convention.
١ - يتعين على اﻷمين العام، بموجب المادة ٣١٩ )٢( )أ( من اتفاقية اﻷمم المتحدة لقانون البحار تقديم تقرير إلى جميع الدول اﻷطراف وإلى السلطة الدولية لقاع البحار وإلى المنظمات الدولية المختصة عن المسائل ذات الطابع العام التي تكون قد نشأت فيما يتعلق بالاتفاقية.

Some delegations stated that the responsibility of the Secretary-General to report on matters of a general nature was clearly established in article 319, paragraph 2 (a), of the Convention and that the Secretary-General should submit a report to the Meeting of States Parties, as he had in 1996 (SPLOS/6).
