153- وهناك مبدأ توجيهي في سياسة الدولة يحض أيضاً الدولة على اتباع سياسات تحمي حق وحريات الأشخاص ذوي الإعاقة وأفراد المجتمع المستضعفين الآخرين لضمان تزويد هؤلاء الأشخاص بفرص اجتماعية عادلة وعلى قدم المساواة.

Although it shows foresight by extending this protection to " other vulnerable persons " -- provided that they " shall be considered as such " -- the draft article raises the question of who can be considered to be a vulnerable person and according to what criteria.
