The special measures must be set in a special law, but constitutional law experts are of the opinion that the setting of special measure in a law might constitute a conflict with the Constitution of the Republic of Lithuania (Valstybės žinios (Official Gazette) No 33-1014, 1992) (hereinafter referred to as the Constitution).
