وطرح اقتراح بتعديل البند على النحو التالي " يشمل جناية دولية أي فعل ينجم عن انتهاك الدولة التزاما تقتضيه لحماية المصالح اﻷساسية للمجتمع الدولي ككل ويترتب عليه آثار قانونية محددة " .
