In fulfilling these tasks, the Panel considers that the vast number of claims before the Commission and the time limits in the Rules necessitate the use of an approach which is itself unique, but the principal characteristics of which are rooted in generally accepted procedures for claim determination, both domestic and international.
9- ويرى الفريق، لدى قيامه بهذه المهام، أن ضخامة عدد المطالبات المعروضة على اللجنة والمهلة المنصوص عليها في القواعد تقتضيان استخدام نهج فريد ولكنه يتسم بخصائص رئيسية تعود جذورها إلى الإجراءات المقبولة عموماً فيما يتعلق بالبت في المطالبات على الصعيدين المحلي والدولي.
