The Ministry maintains that this claim does not overlap with those submitted by other ministries or entities of the Jordanian Government.

وبالتالي يوصي الفريق بأن المطالبة لا تستحق التعويض إذ إن الخسارة قد نتجت عن عدم الامتثال لشروط خطاب الاعتماد وليس كنتيجة مباشرة لغزو العراق واحتلاله للكويت.

Accordingly, the Panel finds that this portion of the Claim fails to meet the Commission's evidentiary standards and should not, therefore, be compensated.

In the view of Iraq, the claim is unjustified because of the insufficient evidence provided and the absence of proof that any loss was incurred by Kuwait.
ويرى العراق أن المطالبة لا مبرر لها نظراً لعدم كفاية الأدلة المقدمة ولعدم وجود ما يُثبت تكبد الكويت خسارة.

The Panel found that this portion of the claim did not meet the Commission’s particularity requirement with respect to its statement of claim and therefore cannot recommend compensation for this portion of the Claim.
