وليس هناك حاجة في ألمانيا إلى تدابير لتحسين أساليب إنتاج وحفظ وتوزيع المواد الغذائية من خلال الاستفادة الكاملة من المعارف التقنية والعلمية بغية الاسهام في إعمال الحق في الغذاء الكافي نظرا ﻷن هذا الحق سبق إعماله.

The full use of technical and scientific knowledge is explicitly mentioned in article 11(2) (a) of the Covenant on Economic, Social and Cultural Rights with respect to the right to food.
وقد أشير إلى الاستفادة الكلية من المعارف التقنية والعلمية في الفقرة 2(أ) من المادة 11 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية وذلك في سياق الحديث عن الحق في الغذاء().

The same applies to access to " technical and scientific knowledge " in respect of agriculture and food (art. 11, para. 2 (a)) and, in general, to " the benefits of scientific progress and its applications " (art. 15, para. 1 (b)) and " the development and the diffusion of science and culture " (art. 15, para. 2).

The provision relating to the right to food requires States parties to improve methods of production, conservation and distribution of food by, inter alia, " making full use of technical and scientific knowledge " and " by disseminating knowledge of the principles of nutrition " (art. 11 (2)(a)).
فالحكم المتعلق بالحق في الغذاء يتطلب من الدول اﻷطراف تحسين طرق انتاج وحفظ وتوزيع المواد الغذائية، عن طريق القيام، في جملة أمور، ﺑ " الاستفادة الكلية من المعارف التقنية والعلمية " و " نشر المعرفة بمبادئ التغذية " )المادة ١١)٢()أ((.

They must facilitate it by proactively strengthening people's access to and utilization of resources and means to ensure their livelihood, including food security (E/C.12/1999/5, para. 15); they must also " improve methods of production [...] of food by making full use of technical and scientific knowledge " , according to article 11 (2) (a), of the International Covenant on Economic, Social and Cultural Rights and Guideline 8.4.

43. The Declaration contains the following provisions on areas of international cooperation that relate to scientific knowledge and technology and which aim at assisting States to fulfil their international obligation under the International Covenant on Economic, Social and Cultural Rights " to improve methods of production, conservation and distribution of food by making full use of technical and scientific knowledge ...
