71. The administration of juvenile justice, and in particular its compatibility with articles 37, 40, and 39 of the Convention and with other relevant standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty, is a matter of concern to the Committee.
71- ومن دواعي قلق اللجنة مسألة إدارة قضاء الأحداث، وعلى الأخص مدى تمشيها مـع المـواد 37 و40 و39 من الاتفاقية ومع المعايير الأخرى ذات الصلة مثل قواعد بكين، ومبادئ الرياض التوجيهية، وقواعد الأمم المتحدة لحماية الأحداث المحرومين من حريتهم.

113. While the Committee takes note that the administration of juvenile justice is regulated by the Juvenile Act, it is concerned about the full compatibility of this legislation with articles 37, 40 and 39 of the Convention as well as other relevant standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
113- وبينما تحيط اللجنة علماً بأن إدارة قضاء الأحداث ينظمها قانون الأحداث، فإنها تشعر بالقلق إزاء مدى التوافق الكامل لهذا التشريع مع المواد 37 و40 و39 من الاتفاقية وكذلك مع المعايير الأخرى ذات الصلة مثل قواعد بكين، ومبادئ الرياض التوجيهية، وقواعد الأمم المتحدة لحماية الأحداث المحرومين من حريتهم.

In paragraph 11 of its report the Advisory Committee specifically comments " as further indicated [by the Secretariat] to the Committee, this concept [of best value for money] would replace the present criteria of `lowest acceptable bid'in the evaluation of offers by factoring into the evaluation other relevant criteria, besides price, that determine true value, such as life cycle and maintenance costs " .

The situation in relation to the administration of juvenile justice and its compatibility with the principles and provisions of the Convention, in particular articles 37, 40 and 39, as well as other relevant standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty is a matter of concern to the Committee.

With regard to the juvenile justice system in the State party, the Committee is concerned about its lack of full compatibility with articles 37, 40 and 39 of the Convention and with other relevant standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.

It recommended that legal reform in the field of administration of juvenile justice fully take into account the Convention , in particular articles 37, 39 and 40, as well as other relevant standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
وأوصت اللجنة بأن يراعي تماما الإصلاح القانوني في مجال إدارة شؤون قضاء الأحداث اتفاقية حقوق الطفل ولا سيما المواد 37 و39 و40، فضلا عن المعايير الأخرى ذات الصلة مثل قواعد بيجين ومبادئ الرياض التوجيهية وقواعد الأمم المتحدة لحماية الأحداث المحرومين من حريتهم(43).

108. I encourage the Government and donors to continue to include child protection in security sector reform efforts, including systematic training for military, police and other security personnel and the development of specialized capacity within their forces to deal with children as witnesses and victims of crime or as perpetrators, in line with the United Nations common approach to justice for children and other relevant standards.
108 - وأشجع الحكومة والجهات المانحة على الاستمرار في إدراج حماية الأطفال ضمن الجهود الرامية إلى إصلاح قطاع الأمن، بما فيها التدريب المنهجي لأفراد الجيش والشرطة وأفراد الأمن الآخرين وتنمية قدرات متخصصة داخل قواتها للتعامل مع الأطفال كشهود على الجرائم وضحاياها أو كمرتكبين لها، وذلك تمشياً مع نهج الأمم المتحدة الموحد لإقامة العدل لصالح الأطفال ومع المعايير الأخرى ذات الصلة.
