2. Increasing exclusion of youth at Risk and minority populations

Mentoring programmes for youth at Risk and youth already in conflict with the law, developed in countries such as France, the Netherlands, the United Kingdom and the United States, have been found to be effective in reducing offending.
وقد تبيّن أن برامج مراقبة الشباب المعرّضين للمخاطر والشباب المخالفين للقانون، التي وضعت في بلدان مثل فرنسا والمملكة المتحدة والولايات المتحدة وهولندا، كانت فعّالة في الحدّ من حالات مخالفة القانون.

It has also supported two conferences on youth at risk: one in Africa in 2002 and the other in Latin America and the Caribbean in 2004.
كما دعّـم مؤتمرين بشأن الشباب المعرّضين للمخاطر: أحدهما في أفريقيا في عام 2002، والآخر في منطقة أمريكا اللاتينية والكاريبـي في عام 2004.

This means seeking the views and engaging with ethnic minorities, or youth at Risk, for example, in the gathering of data and information, analysis of problems and solutions and the design and implementation of initiatives.

Bahrain reported on initiatives taken to protect children at Risk in urban areas.
30- قدمت البحرين تقريراً عن مبادرات اتُخذت لحماية الأطفال المعرّضين للمخاطر في المناطق الحضرية.

2. Also encourages Member States to establish effective policies and to pursue the implementation of such policies, where appropriate, to protect children at Risk in urban areas;
2- يشجع أيضا الدول الأعضاء على وضع سياسات فعالة وعلى السعي إلى تنفيذ تلك السياسات، عند الاقتضاء، بغية حماية الأطفال المعرّضين للمخاطر في المناطق الحضرية؛

There has been increasing resort to tougher criminal justice responses, which criminalize at-risk populations of youth in particular, and burgeoning populations of incarcerated youth. There has been a loss of confidence in the ability of the police and criminal justice systems to respond to crime.
ويجري اللجوء بشكل متزايد إلى ردود أشدّ قسوة من جانب العدالة الجنائية التي تجرّم الشباب المعرّضين للمخاطر بصفة خاصة والأعداد المتزايدة من الشباب المسجونين.(26) وهناك فقدان في الثقة في قدرة الشرطة وأنظمة العدالة الجنائية على التصدّي للجريمة.
