Noting with satisfaction the convening of the third International Workshop on National Institutions for the Promotion and Protection of Human Rights in Manila from 18 to 21 April 1995 and the first African Conference of Human Rights National Institutions in Yaounde from 5 to 7 February 1996,

In December 1993 the second workshop on National Institutions took place at Tunis during which representatives of several national institutions emphasized the importance of measures to strengthen international liaison and cooperation among national institutions and to meet the assistance needs of such institutions in Africa.
وفي كانون اﻷول/ديسمبر ٩٩٣١، عقدت حلقة العمل الثانية المعنية بالمؤسسات الوطنية في تونس وشدد في أثنائها ممثلو عدة مؤسسات وطنية على أهمية التدابير التي تتخذ لتعزيز الصلة والتعاون الدوليين فيما بين المؤسسات الوطنية ولتلبية ما تحتاجه هذه المؤسسات مـن مساعدة فـي أفريقيا.

The Third International Workshop on National Institutions for the Promotion and Protection of Human Rights, to be held in April 1995 in Manila at the invitation of the Government of the Philippines, should open new avenues for the activities of National Institutions.

107. At its fiftieth session, the Commission adopted resolution 1994/54, in which it welcomed the convening of the second International Workshop on National Institutions for the Promotion and Protection of Human Rights, held at Tunis in December 1993.
٧٠١ - اعتمدت اللجنة في دورتها الخمسين القرار ٤٩٩١/٤٥ الذي رحبت فيه بانعقاد حلقة التدارس الدولية الثانية المعنية بالمؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان، التي عُقدت في تونس العاصمة في كانون اﻷول/ديسمبر ٣٩٩١.

Since 2000, the Chad National Human Rights Commission (NHRC) has remained an accredited institution with an " A status with reserve " by the International Coordinating Committee on National Institutions for the promotion and protection of human rights.
5- ظلت اللجنة الوطنية التشادية لحقوق الإنسان، منذ عام 2000، مؤسسة معتمدة بمركز ألف بتحفظ لدى لجنة التنسيق الدولية المعنية بالمؤسسات الوطنية لتعزيز وحماية حقوق الإنسان(17).

61. In its resolution 1994/54, the Commission noted the recommendation adopted at the second International Workshop on National Institutions for the Promotion and Protection of Human Rights (Tunis, 13-17 December 1993), including those on the protection of, among others, women.
١٦- أشارت اللجنة في قرارها ٤٩٩١/٤٥ إلى التوصية التي اعتمدتها حلقة التدارس الثانية المعنية بالمؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان )تونس، ٣١-٧١ كانون اﻷول/ديسمبر ٣٩٩١( بما في ذلك ما يتعلق بحماية حقوق المرأة، في جملة حقوق أخرى.

His delegation had noted with satisfaction the report of the Secretary-General on National Institutions for the promotion and protection of human rights (A/50/452), particularly the account of the third International Workshop on National Institutions for the Promotion and Protection of Human Rights, which had been held in Manila.

Since it was ultimately at the national level that action to protect human rights must be taken, her delegation welcomed the assistance provided by the United Nations in connection with the Second International Workshop on National Institutions for the Promotion and Protection of Human Rights, held from 15 to 17 December 1993, and the Third International Workshop, held in Manila from 18 to 21 April 1995.

19. Requests the Secretary-General to convene, within existing resources, a fourth international workshop on National Institutions for the promotion and protection of human rights, to be held, if possible, in Latin America during 1996 or 1997, and to invite Governments and intergovernmental organizations to contribute to the Voluntary Fund for the purpose of financing, where necessary, attendance by representatives of National Institutions;
٩١- ترجو من اﻷمين العام أن يدعو، في حدود الموارد القائمة، إلى عقد حلقة التدارس الدولية الرابعة المعنية بالمؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان وأن تعقد الحلقة، إن أمكن، في أمريكا اللاتينية خلال عام ٦٩٩١ أو عام ٧٩٩١، وأن يدعو الحكومات والمنظمات الحكومية الدولية إلى اﻹسهام في صندوق التبرعات بغرض تمويل حضور ممثلين عن المؤسسات الوطنية، إذا كان ذلك ضرورياً؛

The Coordinating Committee, created pursuant to a recommendation by the International Workshop on National Institutions for the Promotion and Protection of Human Rights held in Tunis, in December 1993, and endorsed by the Commission on Human Rights in resolution 1994/54, constitutes an international network promoting the establishment and strengthening of national human rights institutions in conformity with the Paris Principles.

A document that does not have yet the status of international instrument but that should be mentioned in this report is the Principles relating to the status of National Institutions (so renamed by the Commission on Human Rights in its resolution 1992/45). These were elaborated by the first International Workshop on National Institutions for the Promotion and Protection of Human Rights, held in Paris from 7 to 9 October 1991.

13. Takes note of the report of the third International Workshop on National Institutions for the Promotion and Protection of Human Rights, held in Manila from 18 to 21 April 1995 (E/CN.4/1996/8), and the declaration and recommendations therein, in particular its recommendations relating to the participation of National Institutions in the work of United Nations human rights bodies;
٣١- تحيط علماً بتقرير حلقة التدارس الدولية الثالثة المعنية بالمؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان، التي عقدت في مانيلا من ٨١ إلى ١٢ نيسان/أبريل ٥٩٩١ (E/CN.4/1996/8)، وباﻹعلان والتوصيات الواردة فيه، ولا سيما توصياته المتعلقة باشتراك المؤسسات الوطنية في عمل هيئات اﻷمم المتحدة المعنية بحقوق اﻹنسان؛

The representatives of such institutions would be given the floor under agenda item 18 (b) irrespective of whether their particular institutions had been accredited by the Credentials Committee of the International Coordinating Committee on National Institutions as having fulfilled the elements spelled out in the " Paris Principles " , welcomed by General Assembly resolution 48/134 of 2 December 1993.
وتعطى الكلمة لممثلي هذه المؤسسات في إطار البند 18(ب) من جدول الأعمال بصرف النظر عما إذا كانت المؤسسات التي ينتمون إليها قد اعتمدت من قبل لجنة وثائق التفويض التابعة للجنة التنسيق الدولية المعنية بالمؤسسات الوطنية بوصفها استوفت كافة العناصر المنصوص عليها في مبادئ باريس التي رحب بها الجمعية العامة في 48/134 المؤرخ 2 كانون الأول/ديسمبر 1993.

Furthermore, the representatives of such institutions were given the floor irrespective of whether their particular institutions had been accredited by the Credentials Committee of the International Coordinating Committee on National Institutions as having fulfilled the elements spelled out in the " Paris Principles " , confirmed by the General Assembly in its resolution 48/134 of 2 December 1993. (See also paragraph 22 above.)

The Council is also a very active member of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights, which it has chaired since early 2005 for two consecutive terms.

IV. Cooperation among the Office of the High Commissioner, United Nations agencies and programmes, and international and regional ORGANIZATIONS ON NATIONAL human rights institutions
