وذكرت لجنة التحقيق المعنية بليبيا أن الناتو " أدار حملة اتسمت بدقة متناهية تبيّن بوضوح عزمه على تفادي سقوط خسائر بشرية بين المدنيين " (A/HRC/19/68، الفقرة 812).
