12. The Commission on Human Rights, in its decision 1999/104, inter alia, requested the Secretary-General to invite comments from Governments and relevant international institutions on the report of the independent expert on structural adjustment policies (E/CN.4/1999), and requested the expert to submit an updated report to the working group, which should contain:

Takes note of the joint report submitted by the Special Rapporteur on the effects of foreign debt on the full enjoyment of economic, social and cultural rights and the independent expert on structural adjustment policies, to the Commission on Human Rights at its fiftysixth session (E/CN.4/2000/51, annex);
1- تحيط علماً بالتقرير المشترك المقدم إليها في دورتها السادسة والخمسين من المقرر الخاص المعني بآثار الديون الخارجية على التمتع الكامل بالحقوق الاقتصادية والاجتماعية والثقافية والخبير المستقل المعني بسياسات التكيف الهيكلي (E/CN.4/2000/51، المرفق)؛

23. The Commission on Human Rights continued to deal with debt-related and resource issues in relation to an enabling environment and human rights (including resolutions 2001/27, on structural adjustment policies and foreign debt; 2001/9, on the right to development; 2001/25, on the right to food; 2001/30, on the realization of economic, social and cultural rights; and 2001/73, on international solidarity).

(a) In resolution 2000/82 entitled " Effects of structural adjustment policies and foreign debt on the full enjoyment of all human rights, particularly economic, social and cultural rights " , the Commission decided to merge the mandates of the independent expert on structural adjustment policies and the Special Rapporteur on the effects of foreign debt thus creating a post of an independent expert on structural adjustment and foreign debt;
