Finally, when considering reports from States parties, priority should be given to follow-up as a matter of course and the Special Rapporteur for follow-up on concluding observations or a member of the team responsible for the preparation of periodic reports should begin by considering, publicly and with the State, the follow-up to the observations.

10. Mr. Amor (Special Rapporteur for follow-up on concluding observations) said that the question of visiting States had been raised on several occasions by the Committee and that financing had been the major deterrent.
