the Inspector-General of Police and Customs shall issue the implementing regulations for this Law.

Arms and ammunition may not be transported from one place to another, without a permit from the Inspector-General of Police and Customs.
لا يجوز نقل اﻷسلحة والذخائر من جهة إلى أخرى بغير ترخيص من المفتش العام للشرطة والجمارك.

“Inspector-General” means the Inspector-General of Police and Customs.
المفتش العام: المفتش العام للشرطة والجمارك.

Ammunition used in firearms may not be possessed except by those issued with a licence to possess the weapon in question, in accordance with conditions and situations established by a decision of the Inspector-General of Police and Customs.
لا يجوز حيازة الذخائر التي تستعمل في اﻷسلحة النارية إلا لمن كان مرخصا له بحيازة السلاح، وكانت متعلقة بهذا السلاح، وبالشروط واﻷوضاع التي يصدر بها قرار من المفتش العام للشرطة والجمارك.

(7) He should pass an examination, the subject-matter and terms of which shall be determined by the Inspector-General of Police and Customs.
٧ - أن يجتاز الاختبار الذي يحدد مواده وشروطه قرار من المفتش العام للشرطة والجمارك.

All documents, applications, licences, instruments and registers required for the implementation of this Law and the relevant procedures shall be subject to the terms and conditions established by the Inspector-General of Police and Customs.
تكون الوثائق والطلبات والرخص والمحررات والسجلات التي يتطلبها تنفيذ هذا القانون واﻹجراءات الخاصة بها بالشروط واﻷوضاع التي يصدر بها قرار من المفتش العام للشرطة والجمارك.

Any instrument determined by a decision of the Inspector-General of Police and Customs to be cold steel.
- أية أداة تعتبر بقرار من المفتش العام للشرطة والجمارك أنها من اﻷسلحة البيضاء.

(3) He must be physically fit enough to carry arms. Conditions of physical fitness and how to prove their fulfilment shall be determined by a decision of the Inspector-General of Police and Customs, in coordination with the Minister of Health;
٣ - أن تتوافر لديه اللياقة الصحية اللازمة لحمل السلاح، ويصدر بتحديد شروط اللياقة الصحية وكيفية إثبات توفرها قرار من المفتش العام للشرطة والجمارك بالتنسيق مع وزير الصحة.

(5) He must pass an examination, the terms and subjects of which shall be determined by the Inspector-General of Police and Customs, concerning security precautions and how to handle arms;
٥ - أن يجتاز الاختبار الذي يحدد شروطه ومواده قرار من المفتش العام للشرطة والجمارك بشأن احتياطات اﻷمن والتعامل مع السلاح.

The permit shall indicate the quantity of arms and ammunition allowed to be transported, the place transported from and the destination, sender’s name, addressee’s name, route, time of transportation and any other particulars the Inspector-General of Police and Customs may consider necessary in the interest of public safety.
ويبين في الترخيص كمية اﻷسلحة أو الذخائر المرخص بنقلها، والجهة المنقولة منها والجهة المنقولة إليها، واسم المرسل والمرسل إليه، وخط السير، ووقت النقل، وأية شروط أخرى يرى المفتش العام للشرطة والجمارك فرضها لصالح اﻷمن العام.

3. He must be physically fit enough to carry a weapon. Conditions of physical fitness and how to prove it shall be determined by the Inspector-General of Police and Customs, in coordination with the Minister of Health;
٣ - أن تتوافر لديه اللياقة الصحية اللازمة لحمل السلاح، ويصدر بتحديد شروط اللياقة الصحية وكيفية إثبات توافرها قرار من المفتش العام للشرطة والجمارك بالتنسيق مع وزير الصحة.

4. He must pass an examination in security precautions and how to handle arms, the terms and subjects of which examination shall be determined by the Inspector-General of Police and Customs;
٤ - أن يجتاز اختبارا في )احتياطات اﻷمن والتعامل مع السلاح( يحدد شروطه ومواده قرار من المفتش العام للشرطة والجمارك.

the Inspector-General of Police and Customs may delegate to any of his assistants or any other officials of the Royal Omani Police some of his powers and functions provided for in this Law, except in cases where the provisions indicate that the functions are limited to the Inspector-General of Police and Customs himself.
يجوز للمفتش العام للشرطة والجمارك أن يفوض أحد مساعديه أو غيرهم من المسؤولين بشرطة عمان السلطانية في ممارسة بعض سلطاته واختصاصاته المنصوص عليها في هذا القانون. وذلك فيما عدا الحالات التي تدل النصوص على أنها من الصلاحيات المقصورة على المفتش العام للشرطة والجمارك.

(e) Any instrument determined by a decision of the Inspector-General of Police and Customs to be cold steel
)ﻫ( أية أداة تعتبر بقرار من المفتش العام للشرطة والجمارك من اﻷسلحة البيضاء.

:: the Inspector-General of Police and Customs determines where licences for trade in conventional weapons and ammunition issued in any part of the country.
- حدد بقرار من المفتش العام للشرطة والجمارك الأماكن التي يتم إصدار الترخيص لنشاط الاتجار بالأسلحة التقليدية والذخائر في جميع محافظات ومناطق السلطنة.

1. “Arms” means firearms and ammunition, bombs and instruments that are, by their nature, designed to harm people. Also included are tools and instruments which may pose a threat to public safety or be used in war, in particular those listed in the three schedules annexed hereto, as well as any instrument classified as a weapon by the Inspector-General of Police and Customs.
١ - اﻷسلحة: يقصد باﻷسلحة: اﻷسلحة النارية، وذخيرتها والقنابل واﻷدوات التي أعدت بطبيعتها ﻹيذاء اﻷشخاص، وكذلك اﻵلات واﻷدوات التي من شأنها أن تشكل خطرا على السلامة العامة، أو تستعمل في الحرب، وعلى اﻷخص المبينة في القوائم الثلاث المرفقة، وكل أداة تصنف كسلاح من قبل المفتش العام للشرطة والجمارك.

(b) Members of rifle clubs and organizations which have a licence to use arms for training purposes, within places determined by the Inspector-General of Police and Customs;
)ب( أعضاء أندية الرماية والهيئات التي يرخص لها في استعمال اﻷسلحة لغرض التدريب، داخل اﻷماكن التي يحددها المفتش العام للشرطة والجمارك.

Possession of the weapons listed in schedules 1, 2 and 3 annexed hereto, without permission from the Inspector-General of Police and Customs or any other official acting on his behalf, shall be prohibited.
يحظر بغير ترخيص من المفتش العام للشرطة والجمارك أو من يفوضه حيازة اﻷسلحة المبينة بالقوائم أرقام )١، ٢، ٣( المرفقة بهذا القانون.

5. the Inspector-General of Police and Customs has entrusted the Directorate General of Inquiries and Criminal Investigations within the Royal Oman Police with the responsibility for monitoring compliance with the said laws, regulations and decrees governing such matters.
5 - أسند معالي الفريق المفتش العام للشرطة والجمارك إلى الإدارة العامة للتحريات والتحقيقات الجنائية بشرطة عمان السلطانية مسؤولية متابعة تنفيذ تلك التشريعات والقوانين واللوائح والقرارات المتعلقة بهذا الشأن.

Accepted: The judicial system is independent and is not under the authority of the executive. The role of the Inspector General of Police and Customs in supervising the Public Prosecution Office is simply managerial and does not extend to the pursuit of judicial business by the public prosecution service. Nevertheless, Royal Decree No. 25/2011 was issued on the independence of the public prosecution service.
(قبول). السلطة القضائية مستقلة لا تخضع للسلطة التنفيذية، وقد كان إشراف المفتش العام للشرطة والجمارك على الادعاء العام إشرافاً إدارياً، لا يمتد إلى ممارسة أعضاء الادعاء العام للأعمال القضائية، وعلى الرغم من ذلك فقد صدر المرسوم السلطاني رقم 25/2011 بشأن استقلالية الادعاء العام.
