It is recommended that the Office of the United Nations High Commissioner for Refugees (UNHCR) strengthen the promotion and implementation of all applicable conventions to ensure the human rights of refugees, in particular the principle of non-refoulement, and their status.
ويوصى بأن يقوم مكتب المفوض السامي لﻷمم المتحدة لشؤون اللاجئين بتدعيم جميع الاتفاقيات الواجبة التطبيق وتعزيزها وتنفيذها وذلك من أجل ضمان تمتع اللاجئين بحقوق اﻹنسان، وخاصة مبدأ عدم الطرد ومراعاة وضعهم القانوني.

The Czech Republic therefore welcomed the establishment of the office of the United Nations High Commissioner for Human Rights, and hoped that it would produce a fresh point of view, new approaches to the protection of human rights, and improved assistance to the victims of human rights violations.

The Rapporteur had at his disposal a detailed preliminary study by the Rwandan office of the High Commissioner for Human Rights on the problems produced by the influx of refugees, whose well-founded fears of persecution in their home country derived from acts of violence inspired by policies of discrimination and ethnic cleansing.
واعتمد فيها على دراسة تمهيدية مفصلة أعدها مكتب المفوض السامي لﻷمم المتحدة لحقوق اﻹنسان في رواندا بشأن المشاكل التي تؤدي إلى ازدياد عدد اللاجئين، والذين تنشأ مخاوفهم من التنكيل بهم في وطنهم من جراء أفعال العنف المسببة بسياسات التمييز والتطهير اﻹثني.
