A proposed afforestation or reforestation project activity under the CDM that is not accepted may be reconsidered for validation and subsequent registration after appropriate revisions, provided that this afforestation or reforestation project activity follows the procedures and meets the requirements for validation and registration, including those relating to public comments.
21- إن النشاط غير المقبول في المشروع المقترح للتحريج أو إعادة التحريج في إطار آلية التنمية النظيفة يجوز إعادة النظر فيه لأغراض التصديق والتسجيل اللاحق له بعد إجراء التنقيحات المناسبة شريطة أن يتبع هذا النشاط الإجراءات ويفي بشروط التصديق والتسجيل، بما فيها تلك المتصلة بالتعليقات العامة.

The baseline for a proposed afforestation or reforestation project activity under the CDM is the scenario that reasonably represents the actual net greenhouse gas removals by sinks that would have occurred in the absence of the proposed project activity [, taking into account the provision of paragraph 25 below].
23- إن خط الأساس لنشاط المشروع المقترح للتحريج أو إعادة التحريج في إطار آلية التنمية النظيفة هو السيناريو الذي يمثل على نحو معقول الصافي الفعلي لإزالة غازات الدفيئة بالمصارف التي تقع في حال غياب نشاط المشروع المقترح [، وهو السيناريو الذي يضع في اعتباره الفقرة 25 أدناه].

A baseline shall be deemed to reasonably represent the sum of the changes in carbon stocks in the carbon pools within the project boundary that would occur in the absence of the proposed afforestation or reforestation project activity under the CDM if it is derived using a baseline methodology referred to in paragraphs 12 and 13 above.
