In that regard, Algeria supported the ideas expressed in the paper submitted by the Russian Federation entitled " Declaration on the basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation " .

The next section of the same chapter dealt with the working paper submitted by the Russian Federation, entitled " Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures " , of which the sponsoring delegation had submitted a new version for consideration at the 2005 session of the Special Committee.

Taking into account the interest expressed by delegations with regard to the issue of sanctions, the Committee decides to continue consideration of the working document submitted by the Russian Federation, entitled " Basic conditions and standard criteria for the introduction and implementation of sanctions " , on a priority basis.

5. As to the revised working paper submitted by the Russian Federation, entitled “Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures” (A/52/33, para. 29), his country believed, without taking any position on the substance, that the time was not right to take the issue up.

He drew attention to the recommendations contained in paragraphs 48 and 49 of the report of the Special Committee and stressed the importance of documents A/54/383, S/1999/92 and A/55/295/Add.1, and the usefulness of the revised working paper submitted by the Russian Federation entitled " Basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation " .

He expressed support for a number of proposals made in the revised working paper submitted by the Russian Federation entitled " Basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation " (A/AC.182/L.100/Rev.1) and said that the scope and objective of sanctions must be established in a more rational manner.
وأعرب عن تأييده لعدد من المقترحات المقدمة في ورقة العمل المنقحة المقدمة من الاتحاد الروسي بعنوان " الشروط والمعايير الأساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها " A/AC.182/L.100/Rev.1)) وقال إنه يتعين تحديد نطاق الجزاءات وهدفها بطريقة أكثر عقلانية.

In that regard, South Africa welcomed the revised working paper submitted by the Russian Federation entitled " Basic conditions and standard criteria for the introduction and implementation of sanctions imposed by the United Nations " (A/C.6/62/L.6) and supported the idea of annexing it to a General Assembly resolution.
وفي هذا الصدد، ترحب جنوب أفريقيا بورقة العمل المنقحة المقدمة من الاتحاد الروسي بعنوان " الشروط الأساسية والمعايير الموحدة لتوقيع الجزاءات التي تفرضها الأمم المتحدة وتنفيذها " (A/C.6/62/L.6)، وتؤيد فكرة تقديمها في شكل مرفق يلحق بقرار الجمعية العامة.
