As yet, however, there is no official procedure whereby individuals claiming to have suffered violations by a State party of any of the economic, social or cultural rights set forth in the Covenant can submit communications to the Committee.

When a State became a party to the Optional Protocol, it recognized the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claimed to be victims of a violation by that State party of any of the rights set forth in the Covenant.
فالدولة التي تصبح طرفاً في البروتوكول الاختياري للعهد تعترف بحق اللجنة في تلقي البلاغات التي تدخل في نطاق اختصاصها من اﻷفراد الذين يدعون انتهاك أي حق من حقوقهم المقررة في العهد وبالنظر في هذه البلاغات.

18. The Committee recommends that the Protocol should refer to a “violation ... of ... the rights set forth in the International Covenant”, thereby following the wording of article 1 of the first Optional Protocol to the International Covenant on Civil and Political Rights.
٨١- وتوصي اللجنة بأن يشير البروتوكول إلى " انتهاك... للحقوق المقررة في العهد " ، ملتزما بذلك بصيغة المادة ١ من البروتوكول الاختياري اﻷول الملحق بالعهد الدولي الخاص بالحقوق المدنية والسياسية.

Firstly, counsel argues that the Preamble to the Optional Protocol as well as its articles 1 and 2 all state that the Protocol gives competence to the Committee to receive and consider communications from individuals subject to the jurisdiction of a State party who claim to be victims of a violation by the State party of any of the rights set forth in the Covenant.
فيبين، بادئ ذي بدء، أن ديباجة البروتوكول الاختياري ومادتيه 1 و2 تنص كافة على أن البروتوكول يخول اللجنة صلاحية استلام ومعالجة البلاغات المقدمة من الأفراد الخاضعين لولاية الدولة الطرف والذين يدعون أنهم ضحايا انتهاك تلك الدولة لأي حق من الحقوق المقررة في العهد.

`A State party to the Covenant that becomes a party to the present Protocol recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.'
`تعترف كل دولة طرف في العهد، تصبح طرفاً في هذا البروتوكول، باختصاص اللجنة في استلام وبحث البلاغات المقدمة من الأفراد الداخلين في ولاية تلك الدولة والذين يدعون أنهم ضحايا أي انتهاك من جانبها لأي حق من الحقوق المقررة في العهد`.

The Committee recalls that, under article 1 of the Optional Protocol, a State party recognizes the competence of the Committee to consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.
وتشير اللجنة إلى أنه، بموجب المادة 1 من البروتوكول الاختياري، تعترف كل دولة من الدول الأطراف باختصاص اللجنة بنظر البلاغات المقدمة من الأفراد الداخلين في ولاية تلك الدولة الطرف والذين يدّعون أنهم ضحايا أي انتهاك من جانبها لأي حق من الحقوق المقررة في العهد.

Therefore, the Committee comes to the conclusion that it has the competence to receive and consider the author's communication insofar as it concerns alleged violations by Portugal of any of the rights set forth in the Covenant.
ولذلك تخلص اللجنة إلى اختصاصها في استلام ونظر البلاغ المقدم من صاحب البلاغ بقدر تعلقه بادعائه بأنه ضحية انتهاك الدولة الطرف لحقوقه المقررة في العهد(2).

Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

4. Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

29. Lithuania supports the Committee's recommendation that the protocol should refer to a " violation ... of ... the rights set forth in the International Covenant " .
29- وتؤيد ليتوانيا توصية اللجنة بأن يشير البروتوكول إلى " انتهاك ... للحقوق المقررة في العهد " .

7. The Czech Republic considers the reference to a " failure to ensure the satisfactory application of a provision of the Covenant " more appropriate than the phrase " violation ... of ... the rights set forth in the International Covenant " used in the Optional Protocol to the International Covenant on Civil and Political Rights.
7- تعتبر الجمهورية التشيكية أن الإشارة إلى " الإخفاق في كفالة تنفيذ أحد أحكام العهد تنفيذا كافيا " هي إشارة أكثر ملاءمة من عبارة " انتهاك ... الحقوق المقررة في العهد الدولي " المستخدمة في البروتوكول الاختياري الملحق بالعهد الدولي الخاص بالحقوق المدنية والسياسية.

257. As already indicated in part I hereof, the rights and freedoms recognized in the Covenant have been incorporated into the Egyptian Constitution in the context of the guarantees that must be afforded by the State.
258- وحسبما سلف الإشارة إليه من الجزء الأول، فإن الحقوق والحريات المقررة في العهد الدولي وردت في الدستور المصري في سياق التزام الدولة وكفالتها.
