For the first time, the meeting was attended by the European Partners against Corruption, the German Agency for Technical Cooperation, the Global Organization of Parliamentarians against Corruption, the Norwegian Agency for Development Cooperation and the Swiss Agency for Development and Cooperation, as well as by the Special Rapporteur of the Sub-Commission on the Promotion and Protection of Human Rights.

The Special Rapporteur of the Sub-Commission in his final report elaborated on this issue and clarified that the obligations of States did not imply:
وقد فصّل المقرر الخاص للجنة الفرعية هذه النقطة في تقريره النهائي وأوضح أن التزامات الدول لا تعني(21):
