26- ويبدو أن عدداً من الدول قد بدأ يشعر بإحباط متزايد جراء الشك النابع من عدم رد الدول الأخرى على " تحفظ " تعتبره منافياً لموضوع المعاهدة وهدفها، وهذا أدى إلى ما يسميه المقرر الخاص للجنة القانون الدولي حوار تحفظ.
