He asked the High Commissioner to elaborate on ways in which the international community could ensure that all countries provided the Special Rapporteurs and the commissions of inquiry with the access they needed in order to do their jobs, and on how the international community could best support the efforts of those mechanisms.
وطلب إلى المفوَّضة السامية أن تفصّل الحديث عن الطرق التي يمكن للمجتمع الدولي من خلالها أن يكفل قيام جميع البلدان بتزويد المقرِّرين الخاصين ولجان التحقيق بالسُبل اللازمة التي تتيح لهم إنجاز أعمالهم، إضافة إلى ما يتعلق بالأسلوب الذي يتيح للمجتمع الدولي أن يقدِّم على أفضل وجه دعمه لجهود تلك الآليات.

In addition to useful dialogues with Special Rapporteurs, there had been increased involvement of national human rights institutions in the reporting process. The value of those institutions in monitoring and following up the implementation of the Committee's recommendations by States parties at the national level could not be stressed enough.
وبالإضافة إلى الحوارات المفيدة مع المقرِّرين الخاصين ذكر أن ثمة مشاركة متزايدة من جانب المؤسسات الوطنية لحقوق الإنسان في عملية تقديم التقارير، وأن قيمة هذه المؤسسات في رصد ومتابعة تنفيذ توصيات اللجنة من جانب الدول الأطراف على الصعيد الوطني لا يمكن إيفاؤها حقها من الأهمية.

32. Mr. Aksen (Turkey) said that United Nations mechanisms such as treaty bodies or Special Rapporteurs often ignored the work of regional organizations.

25. The second limitation to the dialogue between the Special Rapporteurs and the Committee was of a different nature: once the Commission had adopted a set of draft articles or guidelines, they no longer " belonged " to the special rapporteur, and it could happen that the draft ultimately submitted to the Sixth Committee for discussion did not reflect his or her personal convictions.
