Strengthening the regional offices of the United Nations Environment Programme (decision 19/31)
تعزيز المكاتب اﻹقليمية لبرنامج اﻷمم المتحدة للبيئة )المقرر ١٩/٣١(

1. Underscores the importance of the role of the regional offices of the United Nations Environment Programme in the development and implementation of the programme of the United Nations Environment Programme as approved by the Governing Council;
١ - يؤكد أهمية الدور الذي تضطلع به المكاتب اﻹقليمية لبرنامج اﻷمم المتحدة للبيئة، في وضع وتنفيذ البرنامج التابع لبرنامج اﻷمم المتحدة للبيئة كما أقره مجلس اﻹدارة؛

According to that strategy, the basic structure of regional delivery is built upon cooperation between the Secretariat and regional organizations, mainly the regional offices of UNEP and FAO that are capable of delivering technical assistance.

15. Requests the Executive Director to continue his efforts and increase support to strengthen the regional offices of the United Nations Environment Programme to contribute to the implementation of the Bali Strategic Plan;

By its resolution 65/162 of 20 December 2010, the General Assembly called for increased support to strengthen the human, financial and programmatic capacities of all the regional offices of the United Nations Environment Programme (UNEP).

Agenda 21, adopted at the United Nations Conference on Environment and Development, which was held in Rio de Janeiro, Brazil, from 3 to 14 June 1992. Paragraph 38.23 states that " the regional offices of UNEP should be strengthened without weakening its headquarters in Nairobi " ;
(أ) جدول أعمال القرن 21، المعتمد في مؤتمر الأمم المتحدة للبيئة والتنمية، الذي عُقد في ريو دي جانيرو، البرازيل، في الفترة من 3 إلى 14 حزيران/يونيه 1992، الذي تنص الفقرة 38-23 منه على أن ' ' المكاتب الإقليمية لبرنامج الأمم المتحدة للبيئة ينبغي تعزيزها بدون إضعاف مقره في نيروبي``؛

(b) To participate in and support regional and subregional ministerial forums organized by the regional offices of UNEP to ensure synergy and consistency of UNEP policy and programme development and implementation with the actual concerns in the regions as expressed by Governments and civil society organizations;
(ب) المشاركة في المنتديات الوزارية الإقليمية ودون الإقليمية التي تنظمها المكاتب الإقليمية لبرنامج الأمم المتحدة للبيئة ودعم تلك المنتديات لكفالة التآزر والاتساق بين سياسة برنامج الأمم المتحدة للبيئة وتطوير وتنفيذ برامجه من ناحية والمشاغل الحقيقية السائدة في المناطق الإقليمية على نحو ما تعبر عنه الحكومات ومنظمات المجتمع المدني، من ناحية اخرى؛

43. the regional offices of the Urban Management Programme (UMP) are actively promoting the execution of national consultations on sanitation and environmental infrastructure services in small island developing States.
٤٣ - وتعمل المكاتب اﻹقليمية لبرنامج الادارة الحضرية، بنشاط، على تشجيع إجراء مشاورات وطنية بشأن خدمات المرافق الصحية وخدمات الهياكل اﻷساسية البيئية في الدول الجزرية الصغيرة النامية.

5. Stresses the need for cooperation and close coordination between the regional offices and the concerned regional commissions, and urges the Executive Director to consider locating, wherever possible and necessary, the regional offices of the United Nations Environment Programme at the same venues as the regional commissions.
٥ - يشدد على ضرورة التعاون والتنسيق الوثيق بين المكاتب اﻹقليمية واللجان اﻹقليمية المعنية، ويحث المديرة التنفيذية على النظر في أن تضع مقار المكاتب اﻹقليمية لبرنامج اﻷمم المتحدة للبيئة في نفس مقار اللجان الاقتصادية اﻹقليمية كلما كان ممكنا وضروريا.

2. Requests, in the context of the above, the Executive Director to strengthen the regional offices of the United Nations Environment Programme by providing them with appropriate functional and administrative capabilities to enable decentralized implementation of regional environmental programmes and priorities, as developed by regional and subregional ministerial meetings;
