These guidelines were elaborated, on the basis of extensive field experience, in close collaboration with the Independent Bureau for Humanitarian Issues and consisted of 20 articles, which were reproduced in the aforementioned report.

As at 1 October 1998, comments on the subject had been received from the Governments of Bosnia and Herzegovina, Monaco, the Netherlands and Jordan and from the Independent Bureau for Humanitarian Issues.

5. Requests the Secretary-General to remain in contact with Governments and non-governmental organizations, including the Independent Bureau for Humanitarian Issues, in order to report in a comprehensive manner on the progress made by them to the General Assembly at its fifty-third session.
٥ - تطلب إلى اﻷمين العام أن يبقى على اتصال بالحكومات والمنظمات غير الحكومية، بما فيها المكتب المستقل المعني بالقضايا اﻹنسانية، حتى يقدم على نحو شامل تقريرا عما تحرزه من تقدم إلى الجمعية العامة في دورتها الثالثة والخمسين.

1. During the period under review, the Independent Bureau for Humanitarian Issues continued and further strengthened its activities, as elaborated in the earlier reports of the Secretary-General, notably A/51/454, A/53/486 and A/55/545.

The Assembly invited the Independent Bureau for Humanitarian Issues to continue and further strengthen its essential role in following up the work of the Independent Commission and encouraged the international community to contribute substantially and regularly to the international humanitarian activities required to promote a new humanitarian order.
ودعت الجمعية العامة المكتب المستقل المعني بالقضايا اﻹنسانية الى مواصلة الاضطلاع بدوره اﻷساسي في متابعة أعمال اللجنة المستقلة وزيادة تعزيزه، وشجعت المجتمع الدولي على أن يسهم إسهاما جوهريا ومنتظما في اﻷنشطة اﻹنسانية الدولية الرامية الى تعزيز إنشاء نظام إنساني دولي جديد.

4. Invites the Independent Bureau for Humanitarian Issues to continue and further strengthen its activities in cooperation with the Governments and the governmental and non-governmental bodies concerned;
٤ - تدعو المكتب المستقل المعني بالقضايا اﻹنسانية إلى مواصلة اﻷنشطة التي يضطلع بها بالتعاون مع الحكومات والهيئات الحكومية وغير الحكومية المعنية وزيادة تعزيز هذه اﻷنشطة؛

4. Invites the Independent Bureau for Humanitarian Issues to continue and further strengthen its activities in cooperation with the Governments and the governmental and non-governmental organizations concerned;
٤ - تدعو المكتب المستقل المعني بالقضايا اﻹنسانية إلى مواصلة اﻷنشطة التي يضطلع بها بالتعاون مع الحكومات والمنظمات الحكومية وغير الحكومية المعنية وزيادة تعزيز هذه اﻷنشطة؛

In order to facilitate consideration of the proposed declaration by Member States, it is also planned, in collaboration with the Independent Bureau for Humanitarian Issues, to publish a detailed commentary on each of the tenets contained in the above-mentioned report of the Secretary-General.
