أما رعايا الدول التي لم تبرم اتفاقات من هذا القبيل، فيمكن أن يعتمدوا على اتفاقات السماح بالدخول مجددا أو على التشريعات التي تُسن على أساس أحكام المعاهدة المنشئة للجماعة الأوروبية فيما يتعلق بالتأشيرات واللجوء والهجرة وغيرها من السياسات المتعلقة بالأجانب.

The Treaty of Lisbon amending the Treaty on European Union and the Treaty establishing the European Community considers solidarity as a common value of the Member States of the European Union.

According to chapter 46, section 1 (11) of the Finnish Penal Code, a person who violates or attempts to violate a regulatory provision in a sanctions regulation adopted on the basis of articles 60, 301 or 308 of the Treaty establishing the European Community shall be sentenced for a regulation offence to a fine or to imprisonment for, at most, four years.
فوفقا للفصل 46 المادة 1 (11) من قانون العقوبات الفنلندي يُحكم بغرامة أو بالسجن لمدة أقصاها 4 سنوات لمخالفة النظام كل شخص يخالف أو يحاول أن يخالف مادة تنظيمية في نظام للجزاءات معتمد بناء على المواد 60 أو 301 أو 308 من المعاهدة المنشئة للجماعة الأوروبية.

19. A particular source of confusion of diplomatic protection and consular assistance is article I-10 of the Treaty establishing a Constitution for Europe (hereinafter " Constitution " ), which corresponds to article 46 of the Charter of Fundamental Rights of the European Union and article 20 of the Treaty establishing the European Community.
