In article 64, it requires the coastal State and other States whose nationals fish in the region for highly migratory species to cooperate directly, or through appropriate international organizations, to ensure conservation and to promote " the objective of optimum utilization " of those species, both within and beyond the exclusive economic zone.

More often than not, security starts in the region and at home: the predominating conflicts are conflicts bred by abuse of power, a deficit of democracy, economic and ecological deficiencies, ethnic intolerance, poverty and ideological or other extremisms.

١٥ - وقد قوبل الاقتراح الداعي الى إنشاء منطقة خالية من اﻷسلحة النووية في الشرق اﻷوسط بالموافقة على نطاق واسع في اﻷمم المتحدة، واستأثر بتأييد واسع النطاق في المنطقة الاقليمية نفسها، مما حظي في نهاية المطاف بتوافق اﻵراء في الجمعية العامة.

155. One delegation noted that a substantive part of the proposed ECE activities is aimed at developing and/or updating legal instruments and technical standards which are often of interest to the States Members of the United Nations outside the region.
١٥٥ - وأشار أحد الوفود الى أن جزءا كبيرا من اﻷنشطة المقترح أن تضطلع بها اللجنة الاقتصادية ﻷوروبا يستهدف وضع و/أو استكمال صكوك قانونية ومعايير تقنية تهم في كثير من الحالات الدول اﻷعضاء في اﻷمم المتحدة من خارج هذه المنطقة الاقليمية.
