The purpose of this Convention is to promote cooperation to prevent and combat transnational organized crime more effectively.

International cooperation based on respect for the sovereignty, domestic legislation and territorial integrity of States was essential to prevent and combat transnational organized crime effectively.

Some speakers also affirmed that there was a need for a more comprehensive and balanced approach to preventing and combating transnational organized crime.
وأكّد بعض المتكلّمين أيضا على الحاجة إلى اتّباع نهج أشمل وأكثر توازنا في منع الجريمة المنظمة عبر الوطنية ومكافحتها.

1. States Parties commit themselves to cooperate to the widest extent possible in the prevention and control of organized transnational crime (Russian Federation).
١- تلتزم الدول اﻷطراف بالتعاون إلى أوسع مدى ممكن في منع الجريمة المنظمة عبر الوطنية ومكافحتها )الاتحاد الروسي(.

In our genuine need to open up our economies, we may unwittingly have exposed ourselves to the evils of international crime, particularly money-laundering, because of our weak institutions and the fact that our justice systems are not yet sufficiently developed to prevent and control organized transnational crime.
وفي حاجتنا الحقيقية لفتح اقتصاداتنا، قد نكون عرضنا أنفسنا دون قصد لشرور الجريمة الدولية، لا سيما غسل اﻷموال، بسبب ضعف مؤسساتنا وﻷن أجهزة العدالة لدينا ليست متطورة بالقدر الكافي لمنع الجريمة المنظمة عبر الوطنية ومكافحتها.

٣ - يجوز لكل دولة طرف أن تعتمد تدابير أكثر صرامة أو شدة من التدابير التي تنص عليها هذه الاتفاقية ، من أجل منع الجريمة المنظمة عبر الوطنية ومكافحتها .

58. Developing countries needed assistance in building their capacity to prevent and combat transnational organized crime.

State parties are encouraged pursuant to article 34, paragraph 3, of the Organized Crime Convention to adopt stricter measures in domestic law wherever they would be deemed useful in preventing and combating transnational organized crime.
وعملا بالفقرة 3 من المادة 34 من اتفاقية الجريمة المنظمة، تُشجَّع الدول الأطراف على أن تعتمد تدابير أكثر صرامة في القانون الداخلي حيثما رأت أنها مفيدة في منع الجريمة المنظمة عبر الوطنية ومكافحتها.

9. The Regional Ministerial Workshop on Follow-up to the Naples Political Declaration and Global Action Plan against Organized Transnational Crime, held in Buenos Aires from 27 to 30 November 1995, adopted the Buenos Aires Declaration on Prevention and control of organized transnational Crime (E/CN.15/1996/2/ Add.1).
9- واعتمدت حلقة العمل الوزارية الاقليمية بشأن متابعة اعلان نابولي السياسي وخطة العمــــل العالمية لمكافحة الجريمة المنظمة عبر الوطنية، المعقودة في بوينس آيرس من 27 الى 30 تشرين الثاني/نوفمبر 1995، اعلان بوينس آيرس بشأن منع الجريمة المنظمة عبر الوطنية ومكافحتها (E/CN.15/1996/2/Add.1).

In that connection, the recommendations on promotion of good governance contained in the Buenos Aires and Dakar Declarations on prevention and control of organized transnational crime were mentioned (see E/CN.15/1996/2/Add.1 and E/CN.15/1998/6/Add.1, respectively).

To help redress this problem, Member States adopted the Naples Political Declaration and Global Action Plan against Organized Transnational Crime in 1994, asking Governments to harmonize legislation and ensure that their justice systems were provided with the means to prevent and control organized transnational crime.
وللمساعدة على مواجهة هذه المشكلة، اعتمدت الدول اﻷعضاء، في عام ١٩٩٤، إعلان نابولي السياسي وخطة العمل العالمية لمكافحة الجريمة المنظمة عبر الحدود الوطنية. ويطلب اﻹعلان وخطة العمل إلى الحكومات مواءمة تشريعاتها وضمان تزويد أجهزة العدالة لديها بوسائل منع الجريمة المنظمة عبر الوطنية ومكافحتها.
