(b) Accede, if they are exporters of substances in Table I or II of the 1988 Convention, to the request of the International Narcotics Control Board to provide such pre-export notifications voluntarily to importing countries, even in the absence of a specific request for such notification;

13. Encourages Governments to consider strengthening, where necessary, the working mechanisms to prevent diversion of substances listed in Table II of the 1988 Convention, as described in the present resolution;

8. Further urges Governments, subject to the provisions of national legislation on confidentiality and data protection, to inform the Board on a regular basis, upon request of the Board and in the form and manner provided for by it, of the quantities of substances listed in Table I of the 1988 Convention that they have imported, exported or transshipped, and encourages them to estimate their annual licit needs;
٨ - يحث كذلك الحكومات، رهنا بأحكام التشريعات الوطنية المتعلقة بالسرية وحماية البيانات، على ابلاغ الهيئة بصورة منتظمة، بناء على طلب من الهيئة وبالشكل والنحو اللذين ترتئيهما، بالكميات التي استوردتها أو صدرتها أو أعادت شحنها من المواد المدرجة في الجدول اﻷول من اتفاقية ١٩٨٨، ويشجعها على تقدير احتياجاتها المشروعة السنوية من تلك المواد؛

Recognizing the important role of the Board in monitoring and facilitating implementation of the measures to strengthen international cooperation to prevent diversion of substances listed in Table I of the 1988 Convention and used in the illicit manufacture of stimulants and other psychotropic substances, as detailed in its resolution 1995/20 of 24 July 1995,
وإذ يسلم بالدور المهم الذي تقوم به الهيئة الدولية لمراقبة المخدرات في رصد وتيسير تنفيذ التدابير الرامية إلى تعزيز التعاون الدولي لمنع تسريب المواد المدرجة في الجدول اﻷول من اتفاقية سنة ٨٨٩١ والمستعملة في الصنع غير المشروع للمنشطات والمؤثرات العقلية اﻷخرى، حسبما سرد بالتفصيل في قراره ٥٩٩١/٠٢ المؤرخ ٤٢ تموز/يوليه ٥٩٩١،

وإذ يسلم بالدور المهم الذي تقوم به الهيئة الدولية لمراقبة المخدرات في رصد وتيسير تنفيذ التدابير الرامية إلى تعزيز التعاون الدولي على منع تسريب المواد المدرجة في الجدول اﻷول من اتفاقية سنة ٨٨٩١، المستعملة في صنع المنشطات والمؤثرات العقلية اﻷخرى بطريقة غير مشروعة ، حسبما سرد بالتفصيل في قراره ٥٩٩١/٠٢ المؤرخ ٤٢ تموز/يوليه ٥٩٩١،

In that connection, individual States members of the European Union and the European Commission hoped soon to be in a position to implement appropriate measures to improve the monitoring of imports by invoking the 1988 Convention, article 12, paragraph 10, to ensure prior notification of imports of substances listed in Table I of that Convention.
وفي هذا الصدد ، أعربت دول أعضاء في الاتحاد اﻷوروبي واللجنة اﻷوروبية عن أملها في أن تصبح قريبا في موضع يمكنها من تنفيذ التدابير المناسبة لتحسين رصد عمليات الاستيراد بواسطة التذرع بالفقرة ٠١ من المادة ٢١ من اتفاقية سنة ٨٨٩١ ، قصد ضمان الاشعار المسبق بعمليات استيراد المواد المدرجة في الجدول اﻷول من تلك الاتفاقية .

Most of the main exporting countries and countries where main trans-shipment points are located provide pre-export notifications for exports of substances listed in Table I of the 1988 Convention, irrespective of whether or not those States have received a formal request under article 12, paragraph 10 (a) of the 1988 Convention, and a number of Governments are also able to provide such notifications for substances listed in Table II.
20- وتقدم غالبية البلدان المصدرة الرئيسية والبلدان التي توجد فيها النقاط الرئيسية لإعادة الشحن إشعارات سابقة للتصدير فيما يتعلق بصادرات المواد المدرجة في الجدول الأول لاتفاقية سنة 1988، بغض النظر عما إذا كانت تلك الدول قد تلقت طلبا رسميا بمقتضى الفقرة 10 (أ) من المادة 12 من اتفاقية سنة 1988، وبإمكان عدد من الحكومات أيضا تقديم هذه الإشعارات فيما يتعلق بالمواد المدرجة في الجدول الثاني.

Further efforts are needed in the implementation of procedures to monitor trade in precursors, including the provision by exporting States of pre-export notification to the competent authorities in importing countries for all transactions involving substances in Table I of the 1988 Convention.
53- وثمة حاجة لبذل المزيد من الجهود في تنفيذ اجراءات رصد التجارة بالسلائف، بما في ذلك قيام الدولة المصدرة باعطاء اشعار يسبق التصدير للسلطات المختصة في البلدان المستوردة عن كل المعاملات التي تشمل المواد المدرجة في الجدول الأول من اتفاقية 1988.

10. Has your Government invoked article 12, paragraph 10 (a), of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, requesting prior notice of exports for substances in Table I and, in addition to those requirements, also for acetic anhydride, potassium permanganate or other substances in Table II?
٠١ - هل استظهرت حكومتكم بالفقرة ٠١ )أ( من المادة ٢١ من اتفاقية اﻷمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثرات العقلية لسنة ٨٨٩١ طلبا لإشعار مسبق بالصادرات بخصوص المواد المدرجة في الجدول اﻷول، وكذلك، اضافة الى تلك الاشتراطات، بخصوص أنهيدريد الخل أو برمنغنات البوتاسيوم أو أي مواد أخرى مدرجة في الجدول الثاني؟

Amphetamine, methamphetamine and methylphenidate are also included in Schedule II of the 1971 Convention, while morphine, codeine etc. are included in Schedule I of the 1961 Convention.
فالأمفيتامين والميثامفيتامين والميثيل فينيدات مواد مدرجة أيضا في الجدول الثاني من اتفاقية 1971، بينما المورفين والكوديين وغيرهما، من المواد المدرجة في الجدول الأول من اتفاقية 1961.
