21. Mr. Ruiz-Rosas (Peru), speaking on behalf of the countries of the Rio Group, expressed great satisfaction with the adoption of the draft articles on jurisdictional immunities of States and their property, which represented a considerable reinforcement of legal security.

At its 6th plenary meeting, on 28 February 2003, the Ad Hoc Committee adopted its report containing the text of the draft articles on jurisdictional immunities of States and their property (see annex I), together with understandings with regard to some of the provisions of the draft articles (see annex II).

88. As the Commission noted in the commentaries to article 2, paragraph 1 (b) (v), of the draft articles on jurisdictional immunities of States and their property, immunity ratione materiae is granted " by reason of the activities or the official functions of [State] representatives " .
88 - وعلى نحو ما أشارت اللجنة في شروحها للفقرة 1 (ب) ' 5` من المادة 2 لمشاريع المواد بشأن حصانات الدول وممتلكاتها من الولاية القضائية، فإن الحصانة المرتبطة بالموضوع تُمنح لارتباطها " بموضوع الأعمال أو المهام الرسمية التي يضطلع بها الممثلون " [ممثلو الدولة]().

Mr. Bliss (Australia) said that his delegation approved the Ad Hoc Committee's recommendation that the General Assembly should decide upon the form to be taken by the draft articles on jurisdictional immunities of States and their property and favoured the adoption of a convention based on the draft articles and understandings, as reproduced in the annex to the Ad Hoc Committee's report.
