Mobilizing resources for a cleaner future responds to requests from Basel Convention Parties to enhance resources in support of implementation of the Convention.

At its third session, the Open-ended Working Group also requested an executive summary of the information note entitled " Mobilizing resources for a cleaner future: implementing the Basel Convention " , contained in document UNEP/CHW/OEWG/3/INF/3/Add.1, to be made available in all the official languages of the United Nations.

The Conference of the Parties to the Basel Convention at its seventh meeting, in 2004, considered a paper prepared by the Expanded Bureau of the sixth meeting of the Conference of the Parties and the Open-ended Working Group entitled, " Mobilizing resources for a cleaner future: implementing the Basel Convention " . In discussing the Fund, the paper concluded:
