34. Regulation 5.3 states that " appropriations shall remain available for twelve months following the end of the financial period to which they relate to the extent that they are required to discharge obligations in respect of goods supplied and services rendered in the financial period and to liquidate any other outstanding legal obligation of the financial period.
34 - وينص البند 5-3 على أن " تظل الاعتمادات مفتوحة لمدة اثني عشر شهراً من تاريخ انتهاء الفترة المالية التي تتعلق بها، وذلك بالقدر اللازم للوفاء بالالتزامات المتصلة بالسلع الموردة والخدمات المقدمة في الفترة المالية، ولتصفية أية التزامات قانونية أخرى نشأت في الفترة المالية ولم تجر تسويتها.

1 In accordance with financial regulation 4.3, appropriations shall remain available for 12 months following the end of the financial period to which they relate to the extent that they are required to discharge obligations in respect of goods supplied and services rendered in the financial period and to liquidate any other outstanding legal obligation of the financial period.

(b) Regular budget appropriations shall remain available for twelve months following the end of the fiscal period to which they relate, to the extent that they are required to discharge obligations in respect of goods supplied and services rendered during that fiscal period and to liquidate any other outstanding obligation of that fiscal period.
(ب) تظل اعتمادات الميزانية العادية متاحة لمدة اثني عشر شهرا بعد انتهاء الفترة المالية المقترنة بها، بقدر ما يتطلبه الوفاء بالالتزامات المتعلقة بالسلع الموردة والخدمات المقدمة خلال تلك الفترة المالية ولتصفية أي التزام قانوني آخر مستحق في تلك الفترة المالية.

(a) At the end of the 12-month period provided for in regulation 4.3, any unliquidated obligations of the financial period in question relating to goods supplied and services rendered by Governments for which claims have been received or which are covered by established reimbursement rates shall be transferred to accounts payable; such accounts payable shall remain recorded in the Special Account until payment is effected;
)أ( في نهاية فترة اﻹثني عشر شهرا المنصوص عليها في البند ٤ - ٣ من النظام المالي، تحول إلى حسابات دفع أي التزامات غير مصفاة للفترة المالية المشار إليها والمتصلة بالسلع الموردة والخدمات المقدمة من الحكومات والتي جرى تلقي مطالبات بشأنها أو جرى تغطيتها بمعدلات السداد المقررة؛ وتبقى حسابات الدفع هذه مسجلة في الحساب الخاص حتى يتم الدفع؛

Appropriations required in respect of obligations to Governments for troops, formed police units, logistical support and other goods supplied and services rendered to peacekeeping operations shall be retained beyond the twelve-month period provided for in regulation 5.3 if the requisite claims are not received or processed during the financial period to which they pertain.
البند 5-5: يحتفظ بالاعتمادات المتعلقة بالتزامات مستحقة للحكومات عما قدمته لعمليات حفظ السلام من القوات والوحدات الشُرطيّة المشكلة والدعم اللوجستي وغير ذلك من السلع الموردة والخدمات المقدمة لفترة تتجاوز فترة الإثني عشر شهرا المنصوص عليها في البند 5-3 إذا لم تصل المطالبات اللازمة أو لم يتم تجهيزها خلال الفترة المالية التي تتعلق بها.

Appropriations required in respect of commitments to Governments for troops, formed police units, logistical support and other goods supplied and services rendered to peacekeeping operations shall be retained beyond the 12-month period provided for in regulation 5.3 if the requisite claims are not received or processed during the period to which the appropriations relate.

Regulation 5.5: Appropriations required in respect of commitments to Governments for troops, formed police units, logistical support and other goods supplied and services rendered to peacekeeping operations shall be retained beyond the twelve-month period provided for in regulation 5.3 if the requisite claims are not received or processed during the period to which the appropriations relate.

19. Regulation 5.3 of the Financial Regulations and Rules of the United Nations provides that appropriations shall remain available for 12 months following the end of the financial period to which they relate to the extent that they are required to discharge obligations in respect of goods supplied and services rendered in the financial period and to liquidate any other outstanding legal obligations of the financial period.
