In the modern world, the concept of security went well beyond the accumulation of armaments; the compelling security challenges emanating from climate change, poverty and underdevelopment, pandemic disease and terrorism threatened the very existence of a large part of the world's population.

70. To respond appropriately to the situations of climate-change-induced migration, engagement is necessary at all levels of governance.

States concerned by internal climate-change-induced migration also have the obligation to take specific actions to ensure that individuals within their jurisdiction enjoy the benefit of their rights.
والدول التي يعنيها الهجرة الداخلية الناجمة عن تغيُّر المناخ تتحمّل بدورها التزاماً باتخاذ إجراءات محدّدة بما يكفل أن يتمتع الأفراد المقيمون ضمن ولايتها بما يستحقون من الحقوق.

85 - لا ينبغي ترك المجتمع المدني خارج إطار الحوكمة العالمية المعنية بالهجرة الناجمة عن تغيُّر المناخ.

Civil society organizations have played an important role in flagging the issue of climate-change-induced migration and will continue to play a key role at the stage of developing concrete actions and programmes.

87 - ويلاحظ المقرّر الخاص أن من الملامح البارزة للغاية للحوار المعاصر الدائر بشأن الهجرة الناجمة عن تغيُّر المناخ ما يتمثل في غياب صوت يرتفع من صفوف المهاجرين بفعل تغيُّر المناخ أنفسهم.

93. The Special Rapporteur thus notes that coordinated international cooperation on climate-change-induced migration will be required in order to devise appropriate responses to the needs of affected populations.
93 - وعلى ذلك يلاحِظ المقرّر الخاص أن التعاون الدولي المتناسق بشأن الهجرة الناجمة عن تغيُّر المناخ سوف يكون مطلوباً من أجل تهيئة الاستجابات الملائمة إزاء احتياجات السكان المتضررين.

73. Given the multiplicity of locales which are affected by the issue, it is also useful to distinguish between the situation of States concerned by internal climate-change-induced migration, States of origin and States of destination of international climate-change-induced migration, and all States.
73 - وفي ضوء تعدّد المواقع المحلية المتأثرة بالقضية يصبح من المفيد كذلك التمييز بين حالة الدول التي تنشغل بقضية الهجرة الداخلية الناجمة عن تغيُّر المناخ وبين دول المنشأ ودول المقصد بالنسبة للهجرة الدولية الناجمة عن تغيُّر المناخ، فضلاً عن الدول كافة.

76. States of destination of international climate-change-induced migration have the obligation not to discriminate but to engage in specific policies to ensure the real equality of climate-change-induced migrants with other individuals within their jurisdiction.
76 - وبالنسبة إلى الهجرة الدولية الناجمة عن تغيُّر المناخ يتعيَّن على دول المقصد الالتزام بعدم التمييز ولكن بمباشرة سياسات محدّدة تكفل المساواة الحقيقية بين المهاجرين بفعل تغيُّر المناخ وبين سائر الأفراد الخاضعين لولايتها.

Other climate-change-induced factors can also pose severe threats to human rights, including threats to life and livelihood, such as famine and drought, which often seem misclassified as mere incentives to migration and not worthy of proper human rights protections in themselves.
أمّا العوامل الأخرى الناجمة عن تغيُّر المناخ فربما تشكّل بدورها تهديدات خطيرة لحقوق الإنسان بما في ذلك تهديدات للحياة ولسُبل المعيشة، ومنها مثلاً المجاعة والجفاف مما يبدو في أحيان كثيرة ضحية لتصنيف خاطئ كأن تُعرَف بأنها مجرد دوافع للهجرة ولا تستحق في حد ذاتها إسباغ أوجه الحماية المناسبة لحقوق الإنسان.

74. For countries concerned by internal climate-change-induced migration (and, within States, for local governments), States must ensure that climate-change-induced migrants are not discriminated against; their rights should be guaranteed like those of all other citizens.
74 - وبالنسبة إلى الدول المعنية بالهجرة الداخلية الناجمة عن تغيُّر المناخ (وأيضاً بالنسبة للحكومات المحلية في داخل الدول) لا بد أن تكفل الدول للمهاجرين بفعل تغيُّر المناخ عدم التمييز ضدهم كما تضمن حقوقهم أسوة بجميع المواطنين الآخرين.

With the support and assistance of international organizations and international financial institutions, and as part of a coherent and negotiated regional sustainable adaptation strategy, bilateral and multilateral agreements should facilitate specific regional climate-change-induced migration movements, in order to relieve the pressure on the States of origin and provide for orderly movements into States of destination.
وبدعم ومساعدة من المنظمات الدولية والمؤسسات المالية الدولية، وكجزء من استراتيجية تكيُّف مستدامة ومتسقة ومتفاوض عليها إقليمياً، فإن الاتفاقات الثنائية والمتعددة الأطراف ينبغي أن تيسّر التحرّكات المحدّدة إقليمياً للهجرة الناجمة عن تغيُّر المناخ بما يساعد على تخفيف الضغط على دول المنشأ ويهيئ سُبل الهجرات المنتظمة إلى دول المقصد.
