The main activity to be undertaken would be the coordination of the whole process of consideration of national communications of non-Annex I Parties.

Particularly relevant topics in that respect were the consideration of national communications from Parties and the review of the financial mechanism.

Action: The SBI may wish to consider the information and suggestions contained in the above-mentioned documents and to provide further guidance on the process of consideration of national communications and of the outcome of their reviews.

Similarly, the consideration of national communications from non-Annex I Parties might identify technical and institutional needs regarding the development of the CDM and its evaluation (such as expertise for developing and evaluating baselines, and the establishment or strengthening of focal points or national climate change offices).

The COP, at its third session, decided that the SBI will have overall responsibility for developing guidelines on the process for consideration of national communications (decision 13/CP.3).
وقرر مؤتمر اﻷطراف، في دورته الثالثة، أن تتولى الهيئة الفرعية للتنفيذ المسؤولية اﻹجمالية عن صياغة المبادئ التوجيهية المتعلقة بعملية النظر في البلاغات الوطنية )المقرر ٣١/ م أ-٣(.

∙ Explanation: This task falls within the scope of SBI’s responsibility for “developing guidelines on the processes for consideration of national communications” (decision 13/CP.3, para. 3 (a) (i)).

Pursuant to a conclusion of the SBI at its eighth session (FCCC/SBI/1998/6, para. 28 (b)), the secretariat organized a workshop in Kuala Lumpur on the process for the consideration of national communications from non-Annex I Parties.
٠٣- وعملا باستنتاج اعتمدته الهيئة الفرعية للتنفيذ في دورتها الثامنة )FCCC/SBI/1998/6، الفقرة ٨٢ )ب((، نظمت اﻷمانة حلقة عمل في كوالا لمبور بشأن عملية النظر في البلاغات الوطنية التي ترد من اﻷطراف غير المدرجة في المرفق اﻷول.

These trends cover the period 1990 to 1999 and are used as a reference for the review of the implementation of the Convention by Annex I Parties (see section II). The note also suggests possible ways for advancing the process of consideration of national communications from Annex I Parties and the outcomes of their reviews (see section III).
