21. Inland water transport: Because of numerous adverse factors stemming from physical/material constraints as well as operational/management-related and regulatory ones, inland water transport in general, and river transport in particular, have lost a significant share of the freight market.
21- النقل المائي الداخلي: نظراً لعوامل عديدة غير مؤاتية ناجمة عن قيود مادية فضلاً عن قيود تشغيلية/تنظيمية، فإن النقل المائي الداخلي بوجه عام، والنقل النهري بوجه خاص، قد فقدا حصة لا يستهان بها من سوق الشحن.

(d) Member States and regional economic communities should mobilize resources, with the support of development partners, to improve inland water transport.
(د) ينبغي أن تعمل الدول الأعضاء والجماعات الاقتصادية الإقليمية على تعبئة الموارد، بدعم من الشركاء في التنمية، لتحسين النقل المائي الداخلي.

(g) Establish or strengthen appropriate centres and institutional capacity to undertake studies and research to identify physical and institutional bottlenecks that are hindering the efficient development and operation of inland water transport, and to promote human resources development to address those deficiencies.
