The European Union urges OAU to further intensify its efforts aimed at an immediate cessation of hostilities and the implementation of the OAU framework agreement supported by the United Nations Security Council. The Union reiterates its commitment to assist in the implementation process.
ويحث الاتحاد اﻷوروبي منظمة الوحدة اﻷفريقية على تكثيف جهودها للتوصل إلى وقف فوري لﻷعمال القتالية وتنفيذ الاتفاق اﻹطاري لمنظمة الوحدة اﻷفريقية الذي دعمه مجلس اﻷمن لﻷمم المتحدة، ويكرر الاتحاد اﻹعراب عن التزامه بالمساعدة في عملية تنفيذ هذا الاتفاق.

The cessation of hostilities between Ethiopia and Eritrea is indeed encouraging, and I wish to commend the OAU for its diligent efforts to date.
وإن وقف الأعمال العدوانية بين إثيوبيا وإريتريا في الحقيقة أمر مشجع، وأود الإشادة بمنظمة الوحدة الأفريقية على جهودها الحثيثة المبذولة حتى الآن.

Noting that the Treaty establishing the Community of Sahelo-Saharan States stresses regional cooperation as part of the process of achieving African unity on the basis of human rights and fundamental freedoms and the promotion of social justice and stability, Wishing to promote cooperation between the United Nations and the Community of Sahelo-Saharan States,
وإذ تحيط علما بأن معاهدة إنشاء تجمع دول الساحل والصحراء تؤكد التعاون الإقليمي بوصفه جزء من عملية الوحدة الأفريقية على أساس حقوق الإنسان والحريات الأساسية، وتعزيز العدالة، والاستقرار على الصعيد الاجتماعي، ورغبة منها في تعزيز التعاون بين الأمم المتحدة وتجمع دول الساحل والصحراء،

Meetings are also held with OAU at the technical level to review the implementation of these decisions.
كما تعقد اجتماعات مع منظمة الوحدة اﻷفريقية على الصعيد التقني لاستعراض تنفيذ تلك القرارات.

We are particularly grateful to the United Nations and the Organization of African Unity for the decisive role they played in ensuring the successful outcome of the negotiations.
وإننا نشعر بامتنان خاص لﻷمم المتحدة ومنظمة الوحدة اﻷفريقية على دورهما الحاسم في ضمان توصل المفاوضات الى نتائج ناجحة.

وحيَّا أعضاء المجلس منظمة الوحدة الأفريقية على الجهود التي بذلتها في التفاوض من أجل التوصل إلى الاتفاق.

10. Encourages the Secretary-General of the United Nations and the Secretary-General of the Organization of African Unity to continue their efforts to normalize the situation in Burundi, which remains precarious and worrisome;
٠١ - تشجع اﻷمين العام لﻷمم المتحدة واﻷمين العام لمنظمة الوحدة اﻷفريقية على مواصلة جهودهما من أجل اﻹسهام في إعادة الحالة إلى طبيعتها في بوروندي التي لا يزال عدم ثباتها يبعث على القلق؛

24. Requests the relevant organs of the United Nations system to assist the Organization of African Unity to strengthen its capacity for information gathering, analysis and dissemination through the training of personnel and the mobilization of technical and financial assistance;
٢٤ - تطلب أيضا إلى اﻷجهزة ذات الصلة في منظومة اﻷمم المتحدة أن تساعد منظمة الوحدة اﻷفريقية على تعزيز قدرتها على جمع المعلومات وتحليلها ونشرها من خلال تدريب الموظفين وحشد المساعدات التقنية والمالية؛

“10. Encourages the Organization of African Unity to increase the size of its Observer Mission in Burundi, as formally requested by the Government of Burundi, and stresses the need for the military observers to operate without any restrictions on their movement to any part of the country;
١٠ " - يشجع منظمة الوحدة اﻷفريقية على زيادة حجم بعثة المراقبين التابعة لها في بوروندي، وفقا لما طلبته رسميا حكومة بوروندي، ويؤكد ضرورة أن يعمل المراقبون العسكريون دون فرض أي قيود على تنقلهم إلى أي جزء من البلد؛

10. Encourages the Organization of African Unity to increase the size of its Observer Mission in Burundi, as formally requested by the Government of Burundi, and stresses the need for the military observers to operate without any restrictions on their movement to any part of the country;
١٠ - يشجع منظمة الوحدة اﻷفريقية على زيادة حجم بعثة المراقبين التابعة لها في بوروندي، وفقا لما طلبته رسميا حكومة بوروندي، ويؤكد ضرورة أن يعمل المراقبون العسكريون دون فرض أي قيود على تنقلهم إلى أي جزء من البلد؛

4. Expresses its strong support for the decision of the Assembly of Heads of State and Government of the Organization of African Unity on 10 June 1998 (S/1998/494) as well as for the mission and efforts of the Heads of State of the Organization of African Unity and urges the Organization of African Unity to follow up as quickly as possible;
٤ - يعرب عن تأييده القوي للمقرر الذي اتخذه مؤتمر رؤساء دول وحكومات منظمة الوحدة الافريقية في ٠١ حزيران/يونيه ٨٩٩١ (S/1998/494)، وكذلك بالمهمة التي يضطلع بها رؤساء دول منظمة الوحدة اﻷفريقية والجهود التي يبذلونها، ويحث منظمة الوحدة اﻷفريقية على متابعة ذلك بأسرع ما يمكن؛

Finally, the ability of the United Nations and the OAU to intervene in a substantial way would depend on the political will of the Member States to cooperate and make adequate resources available.
وأخيرا، فإن قدرة اﻷمم المتحدة ومنظمة الوحدة اﻷفريقية على التدخل بطريقة ملموسة تعتمد على اﻹرادة السياسية لدى الدول اﻷعضاء من أجل التعاون وتوفير الموارد الكافية.

Urge the United Nations and OAU to take all possible steps to deploy the international force in accordance with Security Council resolutions 1078 (1996) and 1080 (1996);
ويحثون اﻷمم المتحدة ومنظمة الوحدة اﻷفريقية على اتخاذ جميع الخطوات الممكنة بوزع القوات الدولية على النحو المناسب وفقا لقراري مجلس اﻷمن لﻷمم المتحدة ٨٧٠١/٦٩ و ٠٨٠١/٦٩.

It is clearly essential for this type of peace force initiative to have the support of the international community and for the OAU to maintain close cooperation with the United Nations in our joint attempts to provide adequate policing of crisis situations in Africa.
واضح أنه من اﻷساسي أن المبادرات المتعلقة بهذا النوع من قوات السلام يلزم أن تحظى بتأييد المجتمع الدولي، وأن من اﻷساسي كذلك أن تبقى منظمة الوحدة اﻷفريقية على تعاون وثيق مع اﻷمم المتحدة في محاولاتنا المشتركة ﻹيجاد سيطرة كافية على حالات اﻷزمات في أفريقيا.

In the same context, I am pleased to pay a vibrant tribute to the Organization of African Unity for the decisive role it played in restoring constitutional order.
