C. Cooperation with OAU and subregional organizations

٣ - يطلب من اﻷمين العام الاستمرار في مساعدة الدول اﻷعضاء على تعزيز وضع تعاليم مقبولة بشكل مشترك لحفظ السلام واطلاع منظمة الوحدة اﻷفريقية والمنظمات دون اﻹقليمية في أفريقيا على ما يوجد حاليا من تعاليم حفظ السلام ومفاهيم العمليات؛

In its resolution 1197 (1998), the Council encouraged closer consultation and coordination between the United Nations and OAU and subregional organizations in Africa in the field of conflict prevention and peacekeeping and suggested concrete ways of doing this.

8. Requests the Secretary-General to respond, as appropriate, to requests from African States, the Organization of African Unity and subregional organizations for advice and technical assistance in the implementation of international refugee, human rights and humanitarian law relevant to the present resolution, including through appropriate training programmes and seminars;
٨ - يطلب إلى اﻷمين العام أن يستجيب، حسب الاقتضاء، للطلبات الواردة من الدول اﻷفريقية، ومنظمة الوحدة اﻷفريقية والمنظمات دون اﻹقليمية التماسا للمشورة والمساعدة التقنية في تنفيذ القانون الدولي المتعلق باللاجئين وبحقوق اﻹنسان والقانون اﻹنساني الدولي فيما يتصل بهذا القرار من خلال البرامج التدريبية الملائمة والحلقات الدراسية؛

8. Endorses the establishment of a United Nations Preventive Action Liaison Office in the OAU and urges the Secretary-General to consider ways of making this office more effective and also the possibility of appointing liaison officers to peacekeeping operations of the OAU and of subregional organizations in Africa which are authorized by the Council;
٨ - يؤيد إنشاء مكتب اتصال للعمل الوقائي تابع لﻷمم المتحدة في منظمة الوحدة اﻷفريقية، ويحث اﻷمين العام على النظر في السبل الكفيلة بجعل هذا المكتب أكثر فعالية وكذلك في إمكانية تعيين موظفي اتصال لعمليات حفظ السلام التابعة لمنظمة الوحدة اﻷفريقية والمنظمات دون اﻹقليمية في أفريقيا التي يأذن بها المجلس؛

(b) Develop, in collaboration with the OAU and with subregional organizations in Africa, common indicators for early warning, and share, as appropriate, early warning information both on the ground with their field representatives and with their headquarters,

The call by Secretary-General Salim Salim for increased support by the United Nations to the OAU and the subregional organizations should be given the consideration and the follow-up it deserves.
