Noting with great concern that, despite all the efforts deployed so far by the United Nations, the Organization of African Unity and others, the situation of refugees and displaced persons in Africa, especially in the West African and Great Lakes regions and in the Horn of Africa, remains precarious,
وإذ تلاحظ بقلق شديد أنه على الرغم من جميع الجهود التي بذلتها اﻷمم المتحدة ومنظمة الوحدة اﻷفريقية وغيرهما حتى اﻵن، لا تزال حالة اللاجئين والمشردين محفوفة بالخطر في أفريقيا، وبخاصة في منطقتي غرب أفريقيا والبحيرات الكبرى وفي القرن اﻷفريقي،

وإذ تلاحظ بقلق شديد أنه بالرغم من جميع الجهود التي بذلتها اﻷمم المتحدة ومنظمة الوحدة اﻷفريقية وغيرهما حتى اﻵن، لا تزال حالة اللاجئين والمشردين خطيرة في أفريقيا، وبخاصة في منطقة غرب أفريقيا ومنطقة البحيرات الكبرى وفي القرن اﻷفريقي،
