وينبغي ألا تُفرض الجزاءات إلا كتدبير استثنائي بعد استنفاد جميع الوسائل السلمية الأخرى لتسوية المنازعات.

" وإذ تؤكد على أن تطبيق الجزاءات يعد إجراء استثنائيا لا يجوز اللجوء إليه إلا بعد استنفاد كافة الوسائل السلمية الأخرى وعندما يقرر مجلس الأمن وجود خطر يتهدد السلام أو وقوع انتهاك للسلام أو عمل من أعمال العدوان،

It was reiterated that the application of sanctions should be an extreme measure, which should be resorted to only after all other peaceful means of settling the dispute have been exhausted and only when the Security Council has determined the existence of a threat to peace, a breach of the peace or an act of aggression.
وجرى تأكيد ضرورة أن يكون فرض الجزاءات تدبيرا استثنائيا لا يتم اللجوء إليه إلا بعد استنفاد جميع الوسائل السلمية الأخرى لتسوية المنازعات وعندما يقرر مجلس الأمن وجود تهديد للسلم، أو خرق للسلم، أو حدوث عمل من أعمال العدوان.

24 - السيدة أكيلو (نيجيريا): أعربت عن تأييد وفدها لحصافة استخدام الجزاءات المحددة الهدف كملاذ أخير بعد أن تستنفذ جميع الوسائل السلمية الأخرى في تسوية النزاع.

28. Some delegations emphasized once again that sanctions should be imposed only as an exceptional measure once all the other peaceful methods for settling disputes had been exhausted.
