The increase in project funds executed by UNFPA and those directly executed by Governments reflects new arrangements for the national execution of projects pursuant to the policy of the UNDP Governing Council, which makes national project execution the preferred modality in conformity with General Assembly resolution 47/199.
٢٩ - وتعبر الزيادة في أموال المشاريع التي ينفذها الصندوق وفي أموال المشاريع التي تنفذها الحكومات مباشرة عن ترتيبات جديدة للتنفيذ الوطني للمشاريع عملا بسياسة مجلس ادارة برنامج اﻷمم المتحدة اﻹنمائي، التي تجعل تنفيذ المشاريع الوطنية الشكل المفضل طبقا لقرار الجمعية العامة ٤٧/١٩٩.

Among them are the differences in the understanding of the concept of national project execution, in many cases, a lack of cooperation and coordination between the partners, and low involvement of specialized agencies at all levels of the process of national execution of projects.

In November 1994, the first country-level training programme in support of national project execution was organized in Nairobi, Kenya and in 1996, similar courses were held in Kuala Lumpur, Malaysia, Lima, Peru and Harare, Zimbabwe, with the participation of UNDP country offices in the respective regions.

It was therefore appropriate that resolution 47/199 had called for putting in place a coherent system to help recipient Governments pursue their development objectives. The concept of a country strategy note articulated in that resolution could serve as a basis for the integration and coordination of the activities of the recipient country and of the United Nations system at the field level and also for national project execution.
لذلك عمد القرار ٤٧/١٩٩ بحق إلى طلب إقامة نظام متسق يتولى مساعدة الحكومات المستفيدة في إنجاز أهدافها اﻹنمائية، كما أن مفهوم مذكرة الاستراتيجية القطرية، المبين في القرار نفسه، من الممكن أن يصلح قاعدة لتكامل وتنسيق أنشطة البلدان المستفيدة ميدانيا من منظومة اﻷمم المتحدة وكذلك في مجال التنفيذ الوطني للمشاريع.

The objective of the JIU report on national execution of projects (JIU/REP/94/9) was to review the implementation of NEX projects by the United Nations secretariat, funds, programmes and specialized agencies.
