In my briefing to the Security Council on 9 March, I reported that the Council of State, the executive arm of the Transitional Government, had in fact been installed on 7 March and that disarmament had commenced on the same day.

5. Since the Commission's report to the Security Council of 17 December 1995 (S/1995/1038), it has made considerable progress towards the accomplishment of the two tasks entrusted to it through resolution 687 (1991).
