٦١- ينص مبدأ الوقاية على أنه في حال ظهور خطر حدوث ضرر جسيم أو لا سبيل لرده، لا يتخذ الافتقار الى اليقين العلمي الكامل بشأن أسباب الضرر البيئي وآثاره سببا لتأجيل اتخاذ تدابير لمنع تدهور البيئة.

It is also incorporated in principle 15 of the Rio Declaration, which provides that “where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation.” Principle 15 further requires that “the precautionary approach shall be widely applied to States according to their capabilities.”
