Based on document IDB.36/11, the Programme and Budget Committee, through its conclusion 2009/7, recommended interim amendments to the UNIDO Financial Regulations to allow the adoption of IPSAS by 2010.

It should be clear that UNIDO’s unstable financial situation was due to the non-payment of assessed contributions and not to the lack of an inflow of funds, since extrabudgetary funds had increased.
وينبغي أن يكون من الواضح أن وضع اليونيدو المالي غير المستقر يرجع إلى عدم سداد اﻷنصبة المقررة لا إلى قلة تدفق اﻷموال إلى الداخل ، حيث أن اﻷموال من خارج الميزانية قد زادت .

UNIDO’s current financial situation nevertheless remained precarious, as a result of late payment and non-payment of assessed contributions.
٤٧ - وقال إن وضع اليونيدو المالي لا يزال متقلقلا رغم ذلك نتيجة لتأخر تسديد الاشتراكات المقررة وعدم تسديدها .

The Group took note of the proposed draft decisions on interim amendments to the UNIDO Financial Regulations deemed necessary for the adoption of IPSAS, to be effective 1 January 2010.
35- واستطرد قائلاً إن المجموعة تحيط علماً بمشاريع المقرارات المقترحة بشأن التعديلات المؤقتة على نظام اليونيدو المالي التي اعتُبرت ضرورية من أجل اعتماد المعايير المحاسبية الدولية للقطاع العام التي يُفترض أن يبدأ العمل بها في 1 كانون الثاني/يناير 2010.

3. The main objectives of the audit were to enable me to form an opinion as to whether the expenditure recorded in the year 2010 had been incurred for the purposes approved by the General Conference; whether income and expenditure were properly classified and recorded in accordance with UNIDO Financial Regulations and Rules; and whether the Financial Statements presented fairly the financial position as at 31 December 2010.
3- كانت الأهداف الرئيسية المنشودة من مراجعة الحسابات هي تمكيني من تكوين رأي عمّا إذا كانت النفقات المسجَّلة في السنة 2010 قد تُكبِّدت من أجل الأغراض التي وافق عليها المؤتمر العام، وما إذا كانت الإيرادات والنفقات قد صُنِّفت وسُجِّلت على نحو سليم وفقاً لنظام اليونيدو المالي وقواعدها المالية؛ وما إذا كانت البيانات المالية تعرِض تماماً الموقف المالي لغاية 31 كانون الأول/ديسمبر 2010.

(d) Considered the commitment of the Colombian Government to assume the additional costs of that event, in accordance with UNIDO Financial regulations and rules, including the facilitation, in conjunction with UNIDO, for full participation of all Member States, and in particular of least developed countries;
(د) نظر في التزام الحكومة الكولومبية بتحمل التكاليف الاضافية لهذا الحدث، وفقا لنظام اليونيدو المالي وقواعدها المالية، بما في ذلك الاشتراك مع اليونيدو في تيسير المشاركة التامة لجميع الدول الأعضاء وخصوصا البلدان الأقل نموا؛

On sub-item (f), the Group took note of the proposed interim amendments to the UNIDO Financial Regulations to enable IPSAS to be fully implemented and requested the Director-General to continue reporting on that matter to the governing bodies.

Since it would be necessary to make changes to the Financial Regulations of UNIDO for approval by the General Conference in 2009, GRULAC hoped that those changes would be presented to Member States before the fourth quarter of 2008.
