2. Participants expressed their deep concern at the persistence of crises and conflicts in Central Africa, which had caused such loss of life, destruction and suffering in the subregion.

189. Taking into account the magnitude of the current crises and conflicts, the Commission might:

The draft declaration on peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts submitted by the Russian Federation could be the subject of fruitful reflection.

41. Until such time as a system to manage crises and conflicts in the subregion should be set up, however, the Committee recommended the adoption of the following transitional measures relating to policy, legislation and administration:
٤١ - كما أوصت اللجنة، لحين استحداث نظام لادارة اﻷزمات والمنازعات في المنطقة دون الاقليمية بمراقبة التدابير الانتقالية ذات الطابع السياسي والقانوني والعملي التالية:

(c) A national body for the management of crises and conflicts should be set up in each member State;

(c) A study of the typology of crises and conflicts in the subregion should be carried out.
)ج( إجراء دراسة بشأن نوعية اﻷزمات والمنازعات في المنطقة دون الاقليمية.

(g) Facilitate efforts to mediate crises and conflicts within and among States of the subregion or with third States;
)ز( تيسير جهود الوساطة في اﻷزمات والمنازعات داخل دول المنطقة دون اﻹقليمية وفيما بينها أو مع دولة أخرى؛

With regard to the basic principles and criteria for the work of peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts, she felt that the proposal in question gave the Special Committee an opportunity to develop a full legal framework for peacekeeping operations based on practice and on the requirements of the Charter.

(b) A draft protocol of mutual assistance should be drawn up to provide the essential legal framework for the creation of a joint general staff for the management of crises and conflicts, as well as a subregional peace-keeping force;
)ب( وضع مشروع بروتوكول للمساعدة المتبادلة، وهو إطار قانوني لا غنى عنه ﻹنشاء هيئة أركان مشتركة ﻹدارة اﻷزمات والمنازعات وكذلك قوة لحفظ السلم في المنطقة دون الاقليمة؛

7. In its exchange of views, the Committee noted that crises and conflicts which were the products of ethnic rivalry, initiation into democracy and border disputes persisted in a number of countries, including Angola, Burundi, Rwanda and Cameroon.

15. Concerning the draft declaration on the basic principles and criteria for the work of the United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts (A/53/33, chap. III.C), he said that a comprehensive document would be useful but consideration should be given to the special features of individual missions.
١٥ - وفيما يتعلق بمشروع إعلان المبادئ والمعايير اﻷساسية لعمل بعثات وآليات اﻷمم المتحدة لحفظ السلام في مجال منع نشوب اﻷزمات والمنازعات وتسويتها )A/53/33، الفصل الثالث جيم(، قال إن وجود وثيقة شاملة سيكون أمرا مفيدا بيد أنه ينبغي إيلاء النظر للسمات التي تنفرد بها بعض البعثات.
