In operative paragraph 6, the Council requested the Secretary-General to consult the Governments of neighbouring countries on the possibility of the deployment of United Nations military observers, and to consult, as a matter of priority, the Government of Zaire on the deployment of observers, including in the airfields located in eastern Zaire, in order to monitor the sale or supply of arms and matériel.
وطلب المجلس، في الفقرة ٦ من المنطوق، الى اﻷمين العام التشاور مع حكومات البلدان المجاورة بشأن إمكانية وزع مراقبي اﻷمم المتحدة العسكريين، والتشاور، على سبيل اﻷولوية، مع حكومة زائير بشأن وزع المراقبين، بما في ذلك وزعهم في المطارات الواقعة في شرق زائير، بغية رصد بيع أو توريد اﻷسلحة واﻷعتدة.

4. Affirms that the restrictions imposed under Chapter VII of the Charter of the United Nations by resolution 918 (1994) apply to the sale or supply of arms and matériel specified therein to persons in the States neighbouring Rwanda, if that sale or supply is for the purpose of the use of such arms or matériel within Rwanda;
٤ - يؤكد أن القيود المفروضة في إطار الفصل السابع من ميثاق اﻷمم المتحدة بموجب القرار ٩١٨ )١٩٩٤( تنطبق على بيع أو توريد اﻷسلحة واﻷعتدة المحددة فيه إلى اﻷشخاص في الدول المجاورة لرواندا، اذا كان ذلك البيع أو التوريد بغرض استخدام تلك اﻷسلحة أو اﻷعتدة داخل رواندا؛

15. On 9 July, I reported to the Security Council (see S/1995/552) pursuant to its request in resolution 997 (1995) that I consult the Governments of the countries neighbouring Rwanda on the possibility of deploying United Nations military observers to monitor the sale or supply of arms and matériel.
١٥ - وفي ٩ تموز/يوليه، قدمت تقريرا الى مجلس اﻷمن )انظر S/1994/552(، عملا بطلبه الوارد في القرار ٩٩٧ )١٩٩٥(، جاء فيه أنني تشاورت مع حكومات البلدان المجاورة لرواندا بشأن إمكانية وزع مراقبين عسكريين تابعين لﻷمم المتحدة لرصد بيع أو توريد اﻷسلحة واﻷعتدة.

As the sanctions regime on Liberia winds down, it is important for the Government to take further ownership of its security arrangements by working with UNMIL and Member States to ensure that it takes appropriate and timely action to notify the Committee ahead of possible future shipments of arms and materiel and the provision of training.
ومع اقتراب نظام الجزاءات المفروضة على ليبريا من نهايته، من المهم أن تتوجه الحكومة بشكل متزايد نحو امتلاك زمام ترتيباتها الأمنية، بالعمل مع بعثة الأمم المتحدة في ليبريا والدول الأعضاء على ضمان اتخاذ الحكومة تدابير مناسبة وفي وقت مناسب لإخطار اللجنة مسبقا بالحالات المقبلة المحتملة من توريد شحنات الأسلحة والأعتدة وتوفير التدريب.

27. As these two processes move forward, it will be important for the Government to take further ownership of its security arrangements by working with UNMIL and States to ensure that they take appropriate and timely action to notify the Committee ahead of possible future shipments of arms and materiel and the provision of training.
27 - وبمضي هاتين العمليتين قدماً، سيكون من المهم أن تتوجه الحكومة بشكل متزايد نحو امتلاك زمام المبادرة في ترتيباتها الأمنية بالعمل مع بعثة الأمم المتحدة في ليبريا ومع الدول من أجل ضمان اتخاذها الإجراءات المناسبة والحسنة التوقيت لإخطار اللجنة مسبقاً بما يمكن أن يرد في المستقبل من شحنات الأسلحة والأعتدة وخدمات التدريب.

The Council reaffirms its embargo on the shipment of arms and ammunition to former Rwandan government forces and militia, as previously set forth in several resolutions, including 918 (1994), 997 (1995) and 1011 (1995).
ويعيد المجلس تأكيد حظره المفروض على شحنات اﻷسلحة واﻷعتدة إلى قوات ومليشيات حكومة روانــدا السابقة، كما ورد آنفا في عدد من القرارات، بما في ذلك القرارات ٩١٨ )١٩٩٤( و ٩٩٧ )١٩٩٥( و ١٠١١ )١٩٩٥(.

Zaire wishes to remind the Council about the contents of paragraph 50 of the Commission's interim report (S/1996/67 and Corr.1), which reads as follows: " A particularly detailed allegation of involvement in the sale or supply of arms and ammunition to the former Rwandan government forces after the imposition of the embargo concerns Seychelles.
وتود زائير أن تذكر المجلس بمضمون الفقرة ٥٠ من التقرير المؤقت للجنة )S/1996/67 و Corr.1(، التي تنص على ما يلي: " هناك إدعاء مفصﱠل بصورة خاصة لقيام سيشيل بالمشاركة في بيع أو توريد اﻷسلحة واﻷعتدة إلى قوات حكومة رواندا السابقة بعد فرض الحظر.

According to section 5 of the Military Weapons and Arms Control Act, a person who commits an export crime shall be fined or imprisoned for a maximum period of five years.
وطبقا للمادة (5) من قانون الأسلحة والأعتدة العسكرية، يعاقب أي شخص يرتكب جريمة تصدير بالغرامة أو بالحبس لمدة أقصاها خمس سنوات.

55. Regulation 13E prohibits the export of goods listed in the DSGL without the permission of the Minister for Defence or his delegate, while Regulation 13CI prohibits the export to Afghanistan of arms or related materiel not listed in the DSGL without the permission of the Minister for Foreign Affairs.
بينما تحظر اللائحة 13 جيم/أولا تصدير الأسلحة والأعتدة ذات الصلة غير المدرجة في قائمة السلع الدفاعية والاستراتيجية إلى أفغانستان دون الحصول على إذن من وزير الخارجية.
