37. UNESCO has devoted more resources to basic education for all African children in its 1998–1999 programme and budget.

Activities included visits by the Executive Director to several African countries and attendance at the OAU Assembly of Heads of State and Government, at Yaoundé in July 1996, at which a UNICEF-sponsored resolution on the plight of African children in situations of armed conflict was adopted.

As part of basic education for all African children, activities regarding pre-school education and special needs in education have been stressed by UNESCO, which has called the attention of its partners in the Special Initiative to the importance of developing joint activities in these two areas.

Considerable success has been registered since 1997 in some specific areas, including raising polio immunization rates, supported by the introduction by many countries of National Immunization Days; the wider use of vitamin A supplements, which are now received by about 60 per cent of young African children compared to one quarter in 1994; the widespread iodization of traded salt; and the dramatic reduction of guinea worm cases.

In a resolution on the plight of African children in situations of armed conflict, adopted by the same body at its meeting held at Yaounde, Cameroon, from 1 to 5 July 1996, the OAU decided to put a total ban on the production, use, stockpiling, sale and export of anti-personnel landmines in the continent, in order to protect the well-being of African children and peoples.

During the period under review, Special Initiative activities in education focused on improving primary education in 16 countries with low primary enrolment, namely, Angola, Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Guinea, Guinea-Bissau, Liberia, Mali, Mozambique, the Niger, Rwanda, Senegal, Sierra Leone and Somalia, and on advancing basic education for all African children.
