In addition, the Government of Iraq is under specific obligation to take advantage of available resources to secure the rights to food and health care of its citizens pursuant to articles 2, 11 and 12 of the International Covenant on Economic, Social and Cultural Rights.

)ح( أن تنهي الحكومة حظرها الاقتصادي الداخلي المفروض على المنطقة الشمالية وممارساتها التمييزية التي تقيد إمكانية وصول اﻷغذية والرعاية الصحية إلى المنطقة الجنوبية، وأن تتخذ خطوات للتعاون مع الوكالات الانسانية الدولية في توفير الغوث إلى المحتاجين في شتى أنحاء البلد؛

(e) Having sole responsibility in this regard, remove the internal embargo on the northern region, which permits essentially no exceptions for humanitarian needs, eliminate its discriminatory practices restricting access to food and health care in the southern region and cooperate with international humanitarian agencies in the provision of relief to those in need throughout Iraq;
)ﻫ( أن ترفع، اذ تتحمل هي وحدها المسؤولية في هذا الشأن، الحظر الداخلي المفروض على المنطقة الشمالية والذي لا يسمح أساسا باستثناءات من أجل الاحتياجات الانسانية، وأن تزيل ممارساتها التمييزية التي تقيد امكانية الحصول على اﻷغذية والرعاية الصحية في المنطقة الجنوبية، وأن تتعاون مع الوكالات الانسانية الدولية في توفير الاغاثة للمحتاجين اليها في جميع أنحاء العراق؛

(b) Encouraging donors and implementing partners to prioritize assistance programmes and provide a coordinated response, in the context of the strategic framework for Afghanistan that is being developed by the United Nations; key areas of assistance include emergency food and health care, education, mine clearance and awareness, drug control, creation of employment opportunities and support for displaced persons and their voluntary repatriation;
)ب( تشجيع المانحين والشركاء المنفذين على منح اﻷولوية لبرامج المساعدة وتوفير استجابة منسقة، في سياق اﻹطار الاستراتيجي ﻷفغانستان الذي تقوم اﻷمم المتحدة بوضعه. وتشمل مجالات المساعدة الرئيسية توفير اﻷغذية والرعاية الصحية في حالات الطوارئ، والتعليم، وإزالة اﻷلغام والتوعية بها، ومراقبة المخدرات، وإنشاء فرص عمل وتقديم الدعم للمشردين، وإعادتهم طوعا الى وطنهم؛
