Aware of the need to harmonize the Second Industrial Development Decade for Africa and the Second United Nations Transport and Communications Decade in Africa,
وإدراكا منه للحاجة إلى المواءمة بين عقد التنمية الصناعية الثاني لافريقيا وعقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا،

It provides the framework of the implementation of the Second United Nations Transport and Communications Decade for Africa as well as the Second Industrial Development Decade for Africa.
وهي توفر إطارا لتنفيذ عقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا وكذلك العقد الثاني للتنمية الصناعية في افريقيا.

In this context, the decision to harmonize the activities of IDDA II and the Second Transport and Communications Decade in Africa (UNTACDA II) is an important step forward.
وفي هذا السياق، يعد قرار تحقيق الاتساق بين أنشطة العقد الثاني للتنمية الصناعية لافريقيا وأنشطة عقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا خطوة هامة الى اﻷمام.

Extensive discussions took place regarding prospects for IDB to fund the Second United Nations Transport and Communications Decade in Africa (UNTACDA II) projects of OIC African member States.
وقد جرت مناقشات مستفيضة حول امكانيات قيام البنك الاسلامي للتنمية بتمويل مشاريع في الدول الافريقية اﻷعضاء في منظمة المؤتمر الاسلامي في إطار عقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا.

It also continues to play a very active role in the Second United Nations Transport and Communications Decade in Africa, contributing to the work of the Resources Mobilization Committee which has prepared the list of projects for the Decade.
ولا تزال منظمة الطيران المدني الدولي تقوم أيضا بدور شديد النشاط في إطار عقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا فتسهم في عمل لجنة تعبئة الموارد التي أعدت قائمة مشاريع العقد.

In this regard, the trans-Africa Highway Programme should be stepped up, as proposed in the Second United Nations Transport and Communications Decade in Africa;
وفي هذا الصدد، ينبغي التعجيل ببرنامج الطريق البري السريع العابر ﻷفريقيا على النحو المقترح في عقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا؛

5. Requests the Economic Commission for Africa in its capacity as lead agency, together with all the relevant mechanisms of the Second United Nations Transport and Communications Decade, to:
٥ - يطلب من اللجنة الاقتصادية لافريقيا، بصفتها وكالة رائدة، هي وجميع آليات عقد اﻷمم المتحدة الثاني للنقل والاتصالات ذات الصلة القيام بما يلي:

(d) Promoting the Second United Nations Transport and Communications Decade for Africa with emphasis on inter-State identified projects;
)د( الترويج لعقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا مع التشديد على المشاريع المحددة المشتركة بين الدول؛

The objective in this area will be to assist African countries to implement the Second United Nations Transport and Communications Decade in Africa, 1991-2000.
ويتمثل الهدف في هذا المجال في مساعدة البلدان اﻷفريقية على تنفيذ عقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا، ١٩٩١-٢٠٠٠.

Under the ongoing project related to the Second United Nations Transport and Communications Decade in Africa, ECA is required to coordinate and facilitate the consolidation and establishment of a network of transport corridors through appropriate mix of transport modes, including those that serve the interests of land-locked countries.
وفي إطار المشروع الجاري المتصل بعقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا مطلوب من اللجنة الاقتصادية ﻷفريقيا أن تنسق وتيسر عملية تعزيز ممرات النقل وإنشاء شبكة منها، وذلك من خلال الجمع بين عدد من وسائط النقل المناسبة، بما فيها الوسائط التي تخدم مصالح البلدان غير الساحلية.

4. Second United Nations Transport and Communications Decade In Africa(UNTACDA II)
٤- عقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا )UNTACDA II(

In particular, ECA conducted a critical review of what has been achieved in furthering the objectives of the programme for the Second United Nations Transport and Communications Decade in Africa (UNTACDA II). In addition, ECA organized the eleventh meeting of the Conference of African Ministers of Transport and Communications in Cairo, Egypt in November 1997.
وبصفة خاصة، أجرت اللجنة استعراضا ناقدا لما تم إنجازه في مجال تعزيز أهداف برنامج عقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا. وفضلا عن ذلك، نظمت اللجنة الاجتماع الحادي عشر لمؤتمر وزراء النقل والاتصالات اﻷفارقة في القاهرة، مصر، في تشرين الثاني/نوفمبر ١٩٩٧.

The Committee points out one change, however, indicated in paragraph 16A.29 of the proposed budget: the abolition, in 1999, of the Conference of African Ministers of Transport and Communications at the end of the Second United Nations Transport and Communications Decade in Africa.

The activities carried out in the area of promoting regional cooperation and integration focused largely on the implementation of the Second United Nations Transport and Communications Decade in Africa (UNTACDA II), of the Abuja Treaty establishing the African Economic Community and on intra-African trade policy, as well as mineral resources development.
٥١ - وركﱠزت اﻷنشطة المنجزة في مجال تشجيع التعاون والتكامل اﻹقليميين بصورة كبيرة على تنفيذ عقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا ومعاهدة أبوجا التي نصﱠت على إنشاء الجماعة الاقتصادية اﻷفريقية، وعلى سياسات التجارة فيما بين البلدان اﻷفريقية، فضلا عن تنمية الموارد المعدنية.

Cooperation is on-going in the implementation of the Second United Nations Transport and Communications Decade for Africa (UNTACDA II). In this context UNCTAD is a member of the Advisory Committee on Programme Promotion and has been asked to contribute to the preparation of the conference of African Ministers of Transport convened by ECA in Cairo in November 1997.
ويجري التعاون حالياً في تنفيذ عقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا. ويذكر في هذا اﻹطار أن اﻷونكتاد عضو في اللجنة الاستشارية لتعزيز البرامج وقد طُلب منه الاسهام في الاعداد لمؤتمر وزراء النقل اﻷفارقة الذي دعت اللجنة الاقتصادية ﻷفريقيا الى عقده في القاهرة في تشرين الثاني/نوفمبر ٧٩٩١.

UNCTAD also cooperates with OAU through its technical assistance projects for the sub-sectoral working group of the Second United Nations Transport and Communications Decade for Africa; through its TRAINMAR programme; and through a series of courses on multimodal transport.
ويتعاون اﻷونكتاد أيضاً مع منظمة الوحدة الافريقية عن طريق مشاريعه الخاصة بالمساعدة التقنية للفريق العامل للقطاعات الفرعية والمعني بعقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا؛ وعن طريق برنامجه الخاص بالتدريب البحري TRAINMAR؛ وعن طريق سلسلة من الدورات عن النقل المتعدد الوسائط.

ICAO also continues to play a very active role in the Second United Nations Transport and Communications Decade for Africa (1991-2000), contributing to the work of the Resources Mobilization Committee which has prepared the list of projects for the Decade.
وتواصل منظمة الطيران المدني الدولي أيضا أداء دور فعال للغاية في إطار عقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا )١٩٩١ - ٢٠٠٠(، إذ أنها تسهم في أعمال لجنة تعبئة الموارد التي أعدت قائمة المشاريع للعقد.

It also continued to play an active role in the Second Transport and Communications Decade in Africa, contributing to the work of the Resources Mobilization Committee which prepared the list of projects for the Decade.
كما واصلت القيام بدور نشط في عقد اﻷمم المتحدة الثاني للنقل والاتصالات في أفريقيا، حيث أسهمت في العمل التي تقوم به لجنة تعبئة الموارد التي أعدت قائمة المشاريع للعقد.

The Conference had stressed particularly the importance of mobilizing domestic resources for the implementation of IDDA, of integrating IDDA programmes at the national and subregional levels, of encouraging private sector participation, and of coordinating the programmes for IDDA and UNTACDA II through a plan of action.
وأولى مؤتمر الوزراء تأكيدا خاصا ﻷهمية تعبئة الموارد المحلية من أجل تنفيذ العقد الثاني للتنمية الصناعية لافريقيا، وإدماج برامجه على الصعيدين الوطني ودون اﻹقليمي، وتشجيع مشاركة القطاع الخاص فيه، وتنسيق برامجه مع برامج عقد اﻷمم المتحدة الثاني للنقل والاتصالات في افريقيا من خلال خطة عمل.
