٤ - تقرر أن يكون المفوض السامي لحقوق اﻹنسان هو مسؤول اﻷمم المتحدة الذي يتحمل المسؤولية الرئيسية عن أنشطة اﻷمم المتحدة في ميدان حقوق اﻹنسان في ظل توجيه وسلطة اﻷمين العام.
